This position functions as a senior accountant of the Unemployment Insurance (UI) accounting team to provide continuous oversight and improvement of the Trust Fund Accounting operations. Ensures that all transactions are made and recorded accurately in accordance with Generally Accepted Accounting Principles (GAAP) and the Cash Management Improvement Act (CMIA). A thorough understanding of the unemployment insurance program and trust fund accounting principles as the daily transactions directly relate to the Unemployment Insurance Trust Fund (UITF) held for Arizona by the US Treasury.  The majority of transactions are processed by the unemployment insurance accounting staff. It is the responsibility of the senior accountant to maintain the various accounting systems including account ledgers, check registers, and various reconciliation tools which allow staff to complete their work. Maintenance of these systems requires an advanced understanding of Microsoft Excel.


-        Responsible for accurate accounting of the Department of Economic Security (DES) administered State Unemployment Trust Fund.

-        Review and monitor deposits and withdrawals with the State Servicing bank accounts and Trust Fund account ensuring compliance with the Federal Cash management Improvement Act of 1990 (CMIA)

-        Prepare spreadsheets and tables to use in developing ledgers and journals. Performs complex and technical analysis using basic accounting techniques when preparing a variety of federal and state reports.

-        Reconciling reports and financial data examining for completeness, accuracy and conformance with Generally Accepted Accounting Principles (GAAP). Ensuring the integrity of ledgers and reports to identify apparent inconsistencies or errors as a result of computer programming changes or posting discrepancies.

-        Prepares mandated monthly, quarterly, and annual federal and state financial statements after analyzing and resulting associated problems. Prepare quarterly and annual state and federal tax returns as a result of withholding taxes. Gathers and compiles accounting reports to prepare Comprehensive Annual Financial Reports.

-        Download expenditures from the Data Warehouse and uses Access to export data, develop spreadsheets and databases. Resolves problems and answers questions presented by management regarding accounting transactions and unit policy and procedures.

-        Compiles and reports financial and statistical data and prepares responses.

-         Other duties as assigned.


-        An understanding of banking rules with regards to deposit of funds, checking accounts and Generally Accepted Accounting Principles (GAAP) and Federal Cash Management Improvement Act.

-        Comprehensive knowledge of governmental accounting methods, practices, concepts and relevant Unemployment Insurance laws and regulations, policy and procedures.

-        Knowledge of the Internal Revenue Service and Arizona Department of Revenue rules and regulations.

-        Knowledge in applying accounting principles and practices and in research and reconciliation of accounts.

-        Knowledge of fiscal management and internal controls.

-        Highly-developed oral and written communications.

-        Excellent analytical and problem solving skills.

-        Analyze and interpret complex financial data.

-        Skills in the methods and techniques of automated accounting systems by using a variety of computer software applications including Microsoft Excel, Access, Word and Data Warehouse.

-        Skilled in utilizing Bank of America Positive Pay, Electronic Funds Transfer systems and Automated Standard Application for Payments (ASAP).

-         Ability to organize, prioritize and multitask to complete assignments and meet deadlines.



A Bachelor's degree with a major in Accounting from an accredited college or university. Working experience of the principles, concepts, practices methods and techniques of governmental accounting, internal control structures and fiscal management; considerable knowledge of the methods and techniques of automated accounting systems and of Microsoft Office.


-        Driving is required; individuals may be required to use their personal motor vehicle.

-        A current, valid state issued driver’s license; employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration and complete any required training (see Arizona administrative code R2-10-207.12).

-        Successfully complete the Electronic Employment Eligibility Verification Program

(E-Verify), applicable to all newly hired state employees.

-        Successfully pass background and reference checks; employment is contingent upon completion of the above mentioned process and the agency’s ability to reasonably accommodate any restrictions.
