The position is responsible for preparation, conducting and reviewing quasi-judicial administrative hearings.


-          Reviews case files and/or record in preparation for administrative hearings, or for appeals review of lower authority hearings and decisions

-          Ensures proper legal notices to all parties of the time, date and place of hearing

-          Ensures the proper issues are noticed and the proper legal citations are given

-          Conducts multiple telephonic or in-person hearings each day in cases of original jurisdiction asking

-          Issues rulings on request for subpoenas, postponements, withdrawals or defaults

-          Timely drafts and edits final decisions

-          Applies Federal and Arizona laws to the facts adduced at the hearing, either for the hearing officer’s own signature or for further review and signature of Appeals Board members

-          Responds to questions, complaints and requests for information from interested parties, department representatives and the public

-          Performs other duties appropriate to the assignment 


Knowledge of:

-          Federal and state laws  and regulations

-          Administrative hearing procedures for the conduct and review of hearings

-          Human behavior and psychology

-          Appeals case tracking program

Skill in:

-          Verbal and written communication

-          Establishing and maintaining interpersonal relationships

-          Microsoft office suites

-          Time management and project management

-          Diplomatically controlling conflict situations through persuasion and force of personality

-          Conducting complex quasi-judicial, de novo and supplemental administrative hearing

Ability to:

-          Learn and adhere to policy and precedential decisions for programs administered by the Department of Economic Security (DES)   

-          Quickly read and comprehend large volumes of printed materials

-          Analyze complex information and synthesize complex information from various sources

-          Focus without distraction on complex and detailed task for long periods

-          Observe details and nuances of human behavior and demeanor


-          Five (5) years practice law

-          Graduate of an accredited undergraduate university or college

-          Graduate of an accredited law school

-          Membership and maintain a good standing with Bar Association

-          Ongoing training on the job or continuing legal and management education

-          Ongoing reading and research in the applicable areas of administrative law  


-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all new hired State employees

-          Successfully pass background and reference checks.  Employment is contingent upon completion of the above mentioned process and the agency’s ability to reasonably accommodate any restrictions
