This position ensures that policies and procedures are fully implemented and that federal and state performance goals are met. Coordinates the delivery of program services by staff and service contractors, provides technical assistance, staff training and works with program administration staff to conduct studies of program efficiency and effectiveness to make changes as needed. Participates with other government and private agencies to interpret and coordinate service programs, make staff assignments, evaluates performance and works with the Regional Manager to integrate program services with other Department of Economic Security program's delivery of services.


-        Responds to internal and external policy questions and brings policy issues to Regional Manager, approves client cases per policy, provides case read support to supervisors per Regional Manager request.

-        Participates in inter/intra agency management sessions or committees. Extensive in-state travel required.

-        Responds to public and program inquiries such as; client calls and Department of Child Safety inquiries to locate children.

-        Ensures optimum use of resources within each unit by recommending the reassignment of case management positions within the region.

-        Participates in regional, statewide and local Child Care Administration management activities.

-        Prepares monthly reports on workload efficiency and accuracy for the Region. Assists in the development of corrective action for areas of concern identified. Works with supervisors to resolve issues.



-        Knowledge of state and federal laws, regulations, policies, best practices and appropriate philosophy related to providing child cares services.

-        Knowledge of state, departmental and program administrative policies and practices.

-        Knowledge of program evaluation techniques as it relates to case reviews.

-        Research and statistical knowledge, techniques and methodology.

-        Knowledge of internet and other software  and  their  application  to  researching  federal  and  state  regulations  and  best practices.

-        Skills in dealing with different points of view, negotiating differences, verbal and written communication.  

-        Leadership skills, problem solving, decision making skills, public relations and the ability to plan and organize. 

-        Skills in statistical and programmatic information gathering, such as: data gathering, date analysis, evaluation, interpretation and reporting.

-        Coordination of projects and innovative use of resources.

-        Ability to analyze and develop effective management plans, direct the activities of professional and para-professional staff engaged in delivering program services.

-        Establishes and maintain effective working relationships with staff, state, and federal officials, and members of the public.

-        Ability to stay on task and complete long term projects, think strategically and operationalize abstract principles and goals.

-        Ability to manage projects effectively with attention to detail, facilitate meetings, have efficient time management and make independent decisions.

-        5 years of Child Care Administration Eligibility


-        Driving is required; individuals may be required to use their personal motor vehicle

-        A current, valid state issued driver’s license; employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration and complete any required training (see Arizona administrative code R2-10-207.12)

-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-        Be subject to a search of the Child Protective Services Central Registry and the Adult Protective Services Registry

-        Successfully pass background and reference checks; employment is contingent upon completion of the above mentioned process and the agency’s ability to reasonably accommodate any restrictions
