Responsibilities

The Division of Employment and Rehabilitation Services (DERS) is seeking an experienced and highly motivated individual to join our team as an Unemployment Insurance Audit Manager. Major duties and responsibilities include but are not limited to:

- Under general direction from the Section Chief, manages through subordinate field office supervisors a program for auditing Arizona employers to ensure compliance with state and federal unemployment tax laws.

- Confers with the Chief of Tax and other staff members to discuss issues and formulate solutions to problems encountered by the unit supervisor in the Tax Section.

- Communicates in person and by telephone with audit supervisors to review progress, devise approaches to unusually difficult problems, and approve resolution actions.

- Deliberates, plans, establish goals, objectives, strategies and recommends policy for the Field Operations Unit.

- Directs the maintenance of an automated information system to document the production of all field audit offices and auditors for use as a management tool and for evaluation of individual auditor performance as well as that of the Field Operations Unit overall.

- Answers questions and complaints from employers concerning operation of the field audit program or tax section operations; monitors assignment inventories and reorganizes or directs workflow to maintain equitable distribution of work within established Field Office boundaries.

- Interviews and hires subordinate field staff and assist with the hire of other tax section personnel, when necessary. Seek and/or direct disciplinary action of all field operations personnel.

 

Qualifications

- Broad knowledge of the UI Tax program; principles and practices of accounting; auditing; business law and business administration.

- Knowledge in computerized products used in auditing and accounting processing.

- Knowledge in managerial practices; supervisory techniques and pertinent federal and state laws, rules, regulations, and appeals decisions.

- Skills in work management; leadership; interpersonal relationships; oral and written communications.

- Analyzing and evaluating tax payer’s claims; applying auditing and accounting methods.

- Ability to apply and interpret policies and procedures established for the work system.

- Ability to analyze policy issues and formulate/implement solutions, plan work schedule, manage time effectively and meet deadlines.  

- Ability to direct audit staff towards optimal and correct result based on applicable law, regulation and field procedure.

- Able to communicate tax provisions to business owners or the public in general.
