JOB SUMMARY:

Under direct supervision by the Performance Audit Supervisor, independently works on planning performance audits, executing performance audit programs, and reporting performance audit results of highly complex areas with DES.

Utilizes auditing standards, industry standards, and best practices to recommend controls that will minimize risks posed to DES functions, enhance efficiency and effectiveness of operations, and increase accountability. Submits work papers for review directly to the Performance Audit Supervisor.

Ensures audit conclusions are well-supported with sufficient and appropriate audit evidence in keeping with auditing standards and division policies. Produces high quality written draft reports, presenting complex technical matters clearly and concisely.

Carries out assigned ad-hoc tasks as directed by the Performance Audit Supervisor or division director, including control assessments, data analysis, and other similar tasks.

JOB DUTIES: 

-          Under direct supervision by the Performance Audit Supervisor, independently working on planning performance audits, executing performance audit programs, and reporting performance audit results of highly complex areas with DES. Utilizes auditing standards, industry standards, and best practices to recommend controls that will minimize risks posed to DES functions, enhance efficiency and effectiveness of operations, and increase accountability. Create clear, concise and accurate written work papers. Submits work papers for review directly to the Performance Audit Supervisor. Effectively communicates results of audit work.

 

-          Carries out assigned ad-hoc tasks as directed by the Performance Audit Supervisor or division director, including control assessments, data analysis, and other similar tasks. Participates in administrative activities such as staff meetings, training, etc.

 

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Internal and external auditing concepts, techniques, methods, and procedures

-          Internal control frameworks, including works published by the Government Accountability Office (GAO), Institute of Internal Auditors (IIA) and Committee of Sponsoring Organizations (COS)

-          Auditing Standards, including the GAO's Generally Accepted Government Auditing Standards (''Yellow Book") and the IIA's International Standards for the Professional Practice of Internal Auditing ("Red Book")

-          Risk management as it relates to the audit field (including COSO's Enterprise Risk Management Integrated Framework and the International Organization for Standardization's standard ISO 31000-Risk Management)

Skill in:

-          Critical thinking and problem-solving

-          Oral and written communication

-          Analyzing qualitative and quantitative data

-          Time management

-          Team work

-          Effective communication

Ability to:

-          Interpret and apply Federal, State, and local laws, rules, and regulations, and Department policy and procedure.

-          Plan and assist in performance and operation audits of large, complex operations or organizations.

-          Make sound decisions based on available data and recommend appropriate courses of action.

-          Communicate effectively and accurately, both orally and in writing.

-          Prioritize tasks to meet deadlines.

-          Perform detailed work with a high degree of accuracy

-          Analyze problems, identify alternative solutions, and implement recommendations in support of Department goals.

-          Establish and maintain effective working relationships with those contacted in the course of work.

-          Prepare clear, concise and accurate documentation and draft reports.

SELECTIVE PREFERENCE(S):

-          Master’s or Bachelor’s degree from an accredited institution in Accounting, Finance, Business Administration, Public Administration, or in a field emphasizing analytical skills, research, writing, and organization of data.

-          Relevant professional certification, especially Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE).

-          Minimum 2 years professional Performance or related audit experience.

PRE-EMPLOYMENT REQUIREMENTS: 

-          In-state and out-of-state travel is required. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Admm1strat1ve Code R2-10-207.12.}.
