The Division of Developmental Disabilities’ (DDD) Business Operations Manager is responsible for managing the fiscal, business and operations functions and staff for the East Valley district in the State.


-          Prepare, analyze, project, and manage District budget for personnel, services, facilities, and operations

-          Develop procedures and internal controls to ensure fiscal accountability; execute complex coding and queries using Microsoft (MS) Access, Structured Query Language (SQL), etc. to analyze fiscal trends and cost effectiveness

-          Provide management, oversight and approvals of the district purchasing approvals

-          Analyze provider billing for post payment reviews as identified and/or requested by the field and address provider issues/complaints

-          Work through resolution provider authorization and/or provider service payment details, which may include researching and putting in corrective action for any issues identified and elevated to the Business Operations level



Knowledge of:

-          Principles and practices of business management and leadership

-          Federal rules and regulations as it applied to federally funded programs (Arizona Health Care Cost Containment System (AHCCCS), service delivery, fraud, waste and abuse, auditing practices)

-          Principles and techniques of application programming; mainframe and database programs

-          State government purchasing system and practices

Skill in:

-          Proven leadership and management skills

-          Strong critical and analytical thought processes and decision making

-          Development of complex financial, statistical and data analysis

-          Professional oral and written communications

-          Problem solving, conflict resolution, mediation and negotiations

Ability to:

-          Analyze and evaluate systems, deficiencies, strengths, and situations, and apply corrective measures or best practices as appropriate

-          Execute complex coding and queries utilizing MS Access and Report Builder to extract fiscal, statistical and service data

-          Organize, prioritize and multitask while managing a very heavy workload, with shifting priorities

-          Drive a vehicle


-          Candidate will possess proven strong business leadership and management background, with demonstrated proficiency in utilizing complex coding and queries utilizing MS Access, SQL and Report Builder, exhibiting extensive experience in producing complex statistical and fiscal data analysis.

-          Five (5) years of supervisory experience is preferred


-          Background and Reference Checks

-          Valid Driver’s License
