JOB SUMMARY:

The Case Manager is responsible for implementing the policies and procedures of the Child Care program. This position will conduct interviews to determine eligibility financially and programmatically for Child Care services through verification of information provided by the client and other DES programs. Travel is required for this positon to assist other offices, and attend meetings and trainings.

JOB DUTIES: 

-          Complete needs assessment and interview applicants to determine eligibility for child care services

-          Maintain caseload, make changes, and re-determine eligibility at least every 6 months

-          Use multiple automated computer systems to authorize client services, input, update, retrieve and send confidential client information to other Department staff and programs

-          Counsel clients about availability of relatives as child care providers, determine eligibility and gather information to support relative provider registration process

-          Document and report errors in authorizations/payment, calculate and complete over-payment reports, and complete investigation request on potential fraud cases

-          Research and prepare case histories and represent the department at fair hearings, and complete subsequent case actions as required by the Office of Appeals

-          Mediate billing and payment issues between clients and third party providers, and ensure accountability and accuracy of payments for services rendered

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

-          Federal laws and rules pertaining to child care eligibility, child care provider and community programs, and resources which may be of help to clients and providers

-          Methods and techniques used for effective case management including time management, priority setting and policy controls

-          Regarding how to operate automated equipment and how to navigate through multiple computer systems

-          Mediating, prioritizing and organizing case management activities, conducting interviews, listening skills, and eliciting information needed

-          Giving oral presentations, diffusing angry or hostile customers, and operating multiple computer systems

-          Interpret and assimilate large quantities of technical written material and elicit data from a variety of sources

-          Exercise sound judgment within broad established guidelines

SELECTIVE PREFERENCE(S):

-          Case management experience

-          Direct contact with client/public assistance

-          Experience in interviewing techniques

PRE-EMPLOYMENT REQUIREMENTS: 

-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12)

-          Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Be subject to a search of Child Protective Services Central Registry

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
