Under general supervision, this position makes eligibility determinations for child care assistance, verify eligibility factors, conduct needs assessment interviews in person or face to face, and manages an ongoing caseload. Operate multiple automated computer systems and able to work with diverse population.



-          Complete a service needs assessment through interviews for intake or reviews based on assigned caseload; verify eligibility factors, and determine eligibility for multiple CCA programs based on financial and non-financial factors and additional cross program involvement (TANF and CPS) within required time frames and in accordance with state and federal mandates.

-          Counsel clients about the availability of different types of child care providers. Provide website and/or phone contact Information to Child Care Resource & Referral or complete referral process to certification unit for relative provider selection.

-          Utilize time management techniques to plan and prioritize service delivery on a complex diverse case load. Maintain case records per policy with complete and accurate information. Maintain professional level contact with clients, employers

and other agencies in an effort to support, determine or update eligibility information.

-          Act as a service broker for multiple delivery tracks. Coordinate services based on information from other agencies to ensure timely and accurate service delivery.

-          Maintain professional contact with contracted providers to authorize, change or stop services.

-          Assist both provider and client with resolution of nonpayment of co-payment issues.

-          Research and prepare overpayment packets per policy for Review & Reconciliation Unit.

-          Research and prepare referral for investigations in potential cases of fraud. Assist Office of Investigations as requested. Research and prepare case history and represent the department at fair hearings resulting from client or provider appeals of adverse actions or denials of services.

-          Operate multiple automated computer systems in order to authorize client services, input, and update and retrieve confidential client information and to receive and send Information to other Departments and contracted staff.


Knowledge of:

-          Department policy, State statutes, federal law and rules pertaining to multiple child care eligibility programs;

-          Local demographics including community programs and resources which may be of help to clients and providers such as First Things First,  Department of Health Services, Department of Child Safety and other Department of Economic Security programs.

-          How to operate automated equipment and how to navigate through multiple computer operating systems including GUIDE, AZCCATS, AZTECS, OUTLOOK, and FPUB

-          Methods/techniques used for effective case management, including time management, priority setting, and policy controls.


Skills in:

-          Mediating, prioritizing, planning and organizing case management activities Conducting interviews in a time efficient manner while eliciting information needed

-          Operating multiple mainframe and web-based computer systems.

Ability to:

-          Absorb, interpret and assimilate large quantities of technical written material

-          Elicit accurate data from a variety of sources

-          Manage multiple responsibilities within time-frames

-          Exercise sound judgment within established guidelines.

-          Adapt to an array of changing priorities, polices and time-lines.


-          2 years with determining eligibility or case management in any government program. Basic computer knowledge 1-2 years, interviewing skills 1-2 years, customer service experience 1-2 years.


-          AZ Driver's License. In-state and out-of-state travel may be required. This position requires possession of and ability to retain a current, valid Arizona driver’s. License as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).

-          Applicants for this position will be subject to a search of the Child Protective Services Central Registry.

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
