Child Care Administration Program Manager

This position oversees a unit responsible for planning, developing, monitoring and evaluating contracts and activities that improve the quality of child care programs throughout Arizona. This position must effectively coordinate and collaborate with Multiple state agencies, community organizations and stakeholders affiliated with early childhood education in Arizona. In state and out of state travel is required.


-          Plan, implement and monitor child care provider programs and initiatives that support the Child Care Development Fund Quality Set Aside Activities as required by federal law, state law and as necessary for ongoing program development.

-          Coordinates with stakeholders, community partners and other State Agencies to strategize to improve outcomes related to the early care and education system

-          Conducts focus groups, develops strategic plans, represent the Program Administrator on various committees or work groups

-          Develops reports, policies, position papers, summaries and presentations representing the outcomes and trends related to area of responsibility for various audiences including the public, legislature, media, Governor’s Office and leadership

-          Manage the Program Development Unit activities and supervise subordinate staff: including setting priorities, obtaining needed resources, and personnel activities perform other duties as assigned



-          Knowledge of current status and future direction of public policy related to the Child Care and Development Fund

-          Knowledge of federal and state child care, including Arizona early care and education systems

-          Knowledge of DES child care policy and procedures, Child Care Resources and Referral System

-          Knowledge of methods of policy and contract identification, analysis, resolution and implementation 

-          Knowledge of principles and practices utilized in research and planning resources as well as government organization and procedure

-          Skill and ability to plan, supervise, evaluate and direct the activities of professional staff while establishing and maintaining effective working relationships with a diverse group of individuals and groups with competing interest

-          High degree of skill in analyzing, conceptualizing and formulation of public policies

-          Design, construct and format surveys and questionnaires then interpret and analyze data collected by others and make valid assessments to report findings

-          Ability to plan logistics and time frames to develop strategies to improve outcomes

-          Ability to communicate effectively through spoken and written reports of findings and recommendations



-          Early childhood education experience

-          Contract management experience


-          Bachelor’s Degree in Early Childhood education or equivalent with four years of experience in Arizona early childhood education systems or a Master’s degree in Early Childhood education or equivalent with two years of experience in Arizona early childhood education systems.

-          Have a current, valid State issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12.) If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
