Childcare Certification Specialist

This position is responsible for all certification case management duties including registering and conducting orientations for a family’s first choice of a non-certified relative provider, recruitment and certification of new home providers, ongoing supervision and monitoring of family child care providers, conducting Department of Child Safety background checks and ensuring the health and safety of children in care through regularly scheduled home inspections.


-          Conducts ongoing announced and unannounced monitoring visits to ensure health, safety and supervision compliance of the home facility and takes steps needed if provider is out of compliance

-          Responsible for the monthly monitoring of billing documents, evaluating provider for recertification suitability and compliance with program policies and regulations

-          Reviews applications for home certification, conducts provider interview, health and safety inspections for compliance; assesses training needs or deny applications following policy, regulations, federal law, state statutes and procedures

-          Provides fingerprinting services to providers and makes collateral contacts to verify provider criminal background checks and to search for allegations of child abuse or neglect

-          Responsible for the training and contracting of relative providers and explaining the circumstances relatives must meet to ensure the relative provider is processed timely

-          Documents, reports and investigates complaints of providers, consults with Department of Child Safety (DCS), and recommends appropriate action for probation, suspension or revocation of certification and termination of provider contract according to policy

-          Prepares documents and may accompany supervisor to fair hearings that result from provider appeals of suspensions or revocations of certificates; extensive travel is required



Knowledge of:

-          Department policy and state statutes, federal laws and rules pertaining to multiple child care programs community programs and/or other resources, which may be of help to families, and/providers

-          Department of Health Services (DHS), Arizona Department of Education (ADE), First Things First (FTF) and other DES programs, early childhood community programs and/or other resources, which may be of help to families, and providers

-          Case management, including time management, priority setting and policy controls, contract compliance and record keeping techniques

-          Early Childhood development, age appropriate activities, appropriate disciplinary and behavior management methods

Skill in:

-          Planning and organizing case management  and recruitment activities of DES child care homes; establishing and maintaining ongoing provider caseloads, scheduling, prioritizing daily activities to meet stringent policy guidelines specific to DES Home Certification

-          Oral and written communication, and giving oral presentations before community and departmental groups as required when representing the department in fair hearings

Ability to:

-          Absorb, interpret and assimilate large quantities of written materials regarding state and federal laws, rules and policies

-          Communicate easily with others in a manner which puts people at ease and develop a good rapport and relationship with others

-          Adhere to all Departmental rules, regulations, policies and procedures


-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Be subject to a search of Child Protective Services Central Registry

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
