CONTRACT MANAGEMENT SUPERVISOR II

JOB SUMMARY:

This position is responsible for managing all aspects of contract administration for the Division of Aging and Adult Services.

JOB DUTIES: 

-          Directs, instructs and counsels subordinate workers in carrying out a variety of contract-related tasks

-          Resolves problems and questions presented by subordinate workers regarding work methods and processes

-          Reviews contract amendments

-          Provides assistance and guidance to program staff regarding development of RFP documents, direct contracts and reviews existing ones

-          Secures Competition Impractical requests with input from program staff

-          Schedules and directs completion of contractor monitoring activities and reviews monitoring reports

-          Represents the Division at the Contract Management Committee meetings, other cross-divisional and contract related work groups

-          Participates in the implementation of new systems which impact the contracting unit

-          Responds to action items

-          Provides recommendations for contracts related to the Department of Economic Security (DES) policy and procedure changes, contract terms and condition changes

-          Provides oversight to staff for analyzing, tracking and reporting on contract expenditures and programmatic reporting

-          Provides oversight for processing fingerprinting clearance cards and Central Registry background check results

-          Revises and maintains contract related procedures

-          Performs other duties appropriate to the assignment

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Federal and state laws and statutes pertaining to contracting for services

-          Fundamentals of budget development and expenditure control

-          Contemporary social service programs and delivery systems in public agencies

-          Policies and procedures established for the work system

-          Contracting policies and procedures specific to contract initiation, administration and monitoring

Skill in:

-          Verbal and written communication

-          Establishing and maintaining interpersonal relationships

-          Team building strategies and principles

-          Management leadership, principles and approaches

-          Contract monitoring

-          Microsoft Office Suite applications (Outlook, Word, Excel, PowerPoint) and SharePoint)

Ability to:

-          Learn and adhere to Department mission and goals, organization structure and functions of units

-          Interpret laws, rules, regulations pertaining to the work system

-          Facilitate, mediate and public speak

-          Problem solve

 

SELECTIVE PREFERENCE(S):

-          Bachelor’s or Master’s degree in business, public administration, management or related fields

-          Training, workshop seminars in specific areas such as contract administration, problem solving, team building, conflict resolution and supervision

-          Minimum of one (1) year experience equivalent to a Contracts Management Supervisor I or two (2) years as a Contracts Management Specialist III preferably in human services or a minimum of three (3) years of senior contracting in private sector

PRE-EMPLOYMENT REQUIREMENTS: 

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks

-          Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
