JOB SUMMARY:

This position provides support and assistance to the Contract Management Specialists in order to assist them in accomplishing complex agency procurement and contracting tasks in accordance with various state and federal laws, as well as the applicable DES and RSA policies and procedures. The positon is responsible for assistance and support in processes such as contract development, contract management, and technical assistance to end users. The position must develop knowledge of Arizona Procurement Code, RSA Allowable Services, RSA Procurement Methods and follow the established Contracts Unit Work Procedures.

JOB DUTIES: 

-          Review request to add new vendors, obtain all required paperwork, and enter information into database timely and accurately.

-          Assist Contract Management Specialists in compiling and processing contract documents, and track the status of each document.

-          Assist in the development of scopes of work/service specifications, contract related forms, and Excel spreadsheets

-          Record status and keep copies of each document, and follow up with contractors or Office of Procurement to verify status

-          Provide assistance and support to RSA field staff and vendors regarding Vendor Information requirements and follow up with vendors about the status of contract documents

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Arizona Procurement Code

-          RSA Allowable Services

-          RSA Procurement Methods

-          Established Contracts Unit Work Procedures

Skill in:

-          Oral and written communication

-          Microsoft Word, Excel, Outlook and Access Database

-          Research and analytical techniques

-          Time management, multi-tasking, and planning

-          Analyzing contracts, expenditure data, client records and service provision, and assisting others with contract interpretation

Ability to:

-          Interact with individuals, the Department, provider staff, and the public effectively

-          Travel as needed to perform contract monitoring on-site as required

-          Work independently and/or as part of a contract monitoring team

-          Manage detailed data accurately and be technically correct

PRE-EMPLOYMENT REQUIREMENTS: 

-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
