The Division of Developmental Disabilities (DDD) is seeking an experienced executive to join our team as a Contracts Administrator.  This position is responsible for overall management and leadership of the Division’s contract unit handling approximately 600 Qualified Vendor Agreements, 1,500 Independent Provider Agreements, and 250 procured contracts to provide services to over 38,000 members with developmental disabilities who are served by the Division. Major duties and responsibilities include but are not limited to:

- Overseeing the work functions, processes, and performance of approximately 25 staff

- Researching, analyzing, and assessing the Division’s needs and determining appropriate contracting methods; managing the development of statutorily defined contracts

- Coordinating and directing contracts management activities according to State procurement codes and regulations - including writing solicitations, amendments, extensions, and contract actions; advises management, staff, and contractors on policy, procedures, statutes, laws, and regulations; tracking projects contract obligations

- Establishing processes, policies, systems, and performance expectations to effectively manage the workload

- Tracking all contractual and procurement work activities to ensure contracts are established, renewed, or terminated in a timely manner

- Maintaining and enhancing the contract administration and contract filing systems

- Providing supervision and leadership to the contract unit and evaluating and determining the resources needed to effectively manage the operations of the unit



- Knowledge of Federal and State laws and statutes governing contractual agreements and procurement activity in Arizona Procurement Code and ARS 41-2557

- Familiarity with Children’s Rehabilitation Services (CRS) , Behavioral Health, Long-term support services and Intellectual/ Developmental Disabilities

- Strong verbal and written business and technical communication, and research and analysis skills

- Effective interpersonal communications and public speaking

- Management and supervision of a widely dispersed staff

- Ability to learn quickly and assimilate industry-specific and technical materials

- Ability to adjust to changing priorities and make sound ethical business decisions on behalf of the State

- Must have five (5) years of contract management supervisory experience in the health industry and a Bachelor’s degree.  A Master's degree in Business or Public Administration substitutes for one (1) year of the required experience. 

- Contract management experience in State government is highly desired
