JOB SUMMARY:

The Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Contracts Manager within the Arizona Early Intervention Program (AzEIP). Major duties and responsibilities include but are not limited to.

JOB DUTIES: 

-          Administers, manages and monitors adherence to Scope of Work and all aspects of contracts, Inter-agency Governmental Agreements (IGA's) and Memorandum of Understanding (MOU's).

-          Acts as a point of contact with the Department of Economic Security (DES) Office of Procurement and all other DES divisions, including DDD contract staff, as appropriate, to fulfill job duties and functions.

-          Coordinates the development of Scope of Work, Requests for Proposal, Inter-agency Governmental Agreement, contract renewals, etc., and other procurement processes to accomplish all DES/AzEIP contractual activities.

-          Establishes regular meeting schedules with all contract providers and acts as a point of contact for all contract related inquiries.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Federal and State laws and statutes governing contractual agreements.

-          State Procurement regulations and systems.

-          Part C of the Individuals with Disabilities Education Act (IDEA).

-          Contemporary service programs and delivery systems in public agencies and federal laws governing the early intervention system.

-          Community resources available to meet needs of program clientele.

Skill in:

-          Applying the principles and practices of work leadership and management.

-          Oral and written communication.

Ability to:

-          Analyze programmatic and fiscal reports for contract adherence and improvement while providing support and technical assistance to contracting agencies.

-          Develop contracts and official procurement documents.

-          Interpret, analyze and evaluate programmatic and contractual information.

-          Comprehend and interpret laws, rules, and regulations as appropriate.

-          Establish and maintain positive working relationships with contracted and governmental agency representatives and citizen advocacy groups.

SELECTIVE PREFERENCE(S):

-          Candidate must possess 3 years of contract specialty/management experience.  Experience working with State Procurement system, current AzEIP contracts and related Federal regulations and DDD contracts is preferred.

PRE-EMPLOYMENT REQUIREMENTS: 

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
