This position will be responsible to strategically lead the Business Service Team in identifying, cultivating, and engaging businesses, business leaders, and business organizations in a structural rather than transactional manner to accelerate and advance ARIZONA @ WORK and the Department of Economic Security’s major initiatives. The suitable candidate for this role will provide strategic, forward-looking/thinking cultivation, and management of employer partnerships, constituent engagement, and program and practice management, with a dual focus on expanding employer engagement and ensuring the enhancement of our organizational business management practices over time. The overall performance standard for this position is the unification of the team and their outstanding performance in pursuit of direct evidence of employer engagement - and the measurable impact of this involvement.


-          Daily leadership of and direct involvement with the Business Service Team

-          Identifying, cultivating, and engaging with employers, business leaders, and business organizations

-          Manage other programs that complement the Business Services program, including but not limited to; Work Opportunity Tax Credit, Foreign Labor Certification, and our Reentry Employer teams

-          Develop and implement long- and short-term goals designed to expand and continually improve employer engagement and implement the strategies and actions necessary to achieve them

-          Identify and disseminate scalable ways to deliver programming for training and career-related development and services

-          Provide effective support to the Employer Engagement Administrator and act on her/his behalf as required.


Knowledge of:

-          Business and management principles involved in strategic planning, resource allocation, State of Arizona Human Resource, leadership techniques, and coordination of people and resources

-          DES Policies and procedures and how to effectively implement them

-          Effective presentation techniques

-          How to accomplish multi-tiered objectives in a demanding environment


Skill in:

-          People leadership, inspiration, problem resolution, team building, coaching effectiveness

-          Exercising appropriate judgment in establishing priorities and resolving complex matters

-          Problem Solving-analytical, interpretive, evaluative, constructive thinking within broadly defined policies and objectives

-          Proactively develop and maintain cooperative and professional relationships with stakeholders and the public

-          Proficiency using MS Office (Excel, Word, Power Point)

Ability to:

-          Manage and Lead

-          Manage multiple stakeholders

-          Lead a complex team to a common goal

-          Build a coordinated state-wide team

-          Develop and coach a diverse team

-          Plan and organize daily work routine by establishing priorities for the completion of work in accordance with time management methodology

-          Communicate effectively both verbally and in writing expressing ideas and proposals

-          Listen and understand ideas presented verbally and in writing

-          Do research and interpret laws and regulations that pertain to veteran programs, DOL initiatives, and other programs/projects that arise


-          Need to be a great communicator, a great strategic thinker, and have great project management skills. Be able to understand employers’ point of view and have great leadership abilities.  

-          BA/BS in relevant discipline, equivalent/combination of 5 years of experience in employer cultivation engagement to include corporate recruiting, human resources and career development


-          A current, valid state issued driver’s license; employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration and complete any required training (see Arizona administrative code R2-10-207.12)
