This position will oversee the daily operations of the Department of Employment and Rehabilitation Services (DERS) Finance and Budget Unit, and serve as a manager over staff engaged in professional fiscal services.


-          Manage professional fiscal services staff, supervise, train, coach and counsel, conduct performance reviews, provide technical assistance, and review and ensure accuracy of work

-          Manage and oversee financial activities including revenues, expenditures, appropriations, budgeting and obligations

-          Ensure accurate financial reporting, assess and confer regarding the financial status of the division and make recommendations to management for effective fiscal management.

-          Review complex data contained in reports and summarize financial transactions and status of accounts for a given period

-          Revise and modify a fiscal control system, and maintain effective fiscal management by analyzing, interpreting and evaluating accounting and reporting systems, procedures, policies, and methods

-          Analyze and approve recommendations for such fiscal transactions as billings, invoices, payments, or other financial processes and requirements for the agency

-          Provide highly complex technical advice regarding all financial matters to programmatic staff and the Department’s management

-          Compose correspondence dealing with subject matter which may call for considerable discretion and involve judgment or negotiation

-          Monitor and control amounts expended from budgets to assure expenditures do not exceed funds available, and report variances to management or department head

-          Manage and oversee financial audits, review findings and recommendations ensuring compliance with federal and state laws


Knowledge of:

-          Generally Accepted Accounting Principles (GAAP), writing professional correspondence, techniques for data analysis, and contracts management

-          Statistics, audit corrective plans, financial analysis, projection models, and principles and practices of program evaluation

-          Government accounting, internal control structures and fiscal management, and automated financial systems including the use of applicable software packages

-          Reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures

-          Working knowledge of financial research methodologies, supervisory techniques and team motivation

Skill in:

-          Leadership, building and maintaining professional working relationships, and work organization accomplishments

-          Analysis, interpretation and communication of financial data, and techniques required to maintain accounting records through automated systems

-          Supervision including interpersonal skills and imparting knowledge to others, and oral and written communication skills

Ability to:

-          Analytically and logically resolve issues and interpret findings, problem solve and arrive at sound accurate judgments and decisions

-          Communicate effectively orally and in writing with technical and professional parties

-          Develop effective and productive working relationships to optimize program responsiveness in a dynamic policy environment, and provide timely valuable and accessible information


-          Bachelor’s Degree in finance, accounting, economics, or related field, or a Master’s Degree in Business Administration or Public Administration


-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
