JOB SUMMARY:

Under the direction of the Human Resources Administrator and/or the Employee Relations Manager, the Employee Relations Specialist is responsible for work often involving complex employee matters, including unusual situations where precedent for resolution is unavailable, employment law and HR policy compliance, investigations, performance management; and other projects as assigned.

JOB DUTIES: 

-          Ensure and provide proactive and appropriate support and professional consultation to employees and managers in resolution of employee relations matters to minimize legal risk to the organization, performance management, policy interpretation and administration. 

-          Coach and mentor employees and managers to effectively use the full range of HR tools to maintain team member morale and achieve business results

-          Conduct investigations regarding potential policy violations, ethics, inappropriate conduct, conflict, and other issues; evaluating and offering possible courses of action; providing advice, guidance, and direction; and, when necessary, supporting managers with disciplinary action up to and including termination.

-          Ensure all investigations are properly documented, filed, and tracked. Consult with legal counsel as appropriate, and/or as directed by the Human Resources Administrator and/or the Employee Relations Manager.  Prepare comprehensive investigative reports

-          Assist Human Resources Administrator and/or the Employee Relations Manager in ensuring Agency compliance with Federal, State, and local legislation pertaining to all employment matters by remaining up-to-date on all existing and new employment legislation

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          EEOC processes, procedures and guidelines.

-          Solid employment law including Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), ADA and other employment related laws

-          Hands-on experience with HRIS and other HR-related database management systems

-           

Skill in:

-          Establishing and maintaining effective interpersonal relationships.

-          Oral and written communication.

-          Researching, fact finding and investigative practices.

-          Organizational and analytical techniques

-          Interpersonal and empathic skills with strong attention to detail and ability to multi-task and meet stringent deadlines with exceptional follow up

-          Excellent computer skills, including all Microsoft Office programs, strong spreadsheet and analysis skills

-           

Ability to:

-          Plan and make independent decisions.

-          Review issues and make well-reasoned and fully supportive recommendations.

-          Be unbiased, objective and thorough when working with employee relations issues or conducting investigations.

-          Maintain sensitive and confidential information

SELECTIVE PREFERENCE(S):

-          3 - 5 years strong hands-on experience performing employee relations and HR generalist functions in high volume workplace with very current employment law knowledge

PRE-EMPLOYMENT REQUIREMENTS: 

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
