Responsibilities

The Office of the Director (OOD) is seeking an experienced and highly motivated individual to join our team as an Equal Opportunity (EO) Administrator (classification: Administrative Services Administrator) and lead the Office of Equal Opportunity (OEO). Major duties and responsibilities include but are not limited to:

- Overseeing investigative work of considerable difficulty involving broad discretion and decision making

- Representing the Chief of Human Resources Officer in fact finding conferences, mediation, developing position statements, and defending DES in charges of discrimination

- Oversees EEO liaisons, employees, clients, sub-contractors, grantees, and private sector employers regarding Limited English Proficiency (LED), Americans with Disabilities Act (ADA) and EEO issues

- Conducting investigations of external and internal complaints of discrimination filed against the Department, divisions, programs, and services and contract providers by employees, applicants, service recipients, and community organizations as applicable to Title II of the Civil Rights Act and the Americans with Disabilities Act

- Preparing comprehensive investigative reports including findings, conclusions, and recommendations; responding to action items and interrogatories from the Federal Equal Employment Opportunity Commission; preparing negotiated settlement and conciliation agreements

- Daily interaction across multi-jurisdictional lines with various state and federal offices, such as the Office of the Attorney General, the Director of Civil Rights, the Governor’s Office of Equal Opportunity, Arizona Office for ADA, Equal Employment Opportunity Commission, etc.

 

Qualifications

- At least 10 years of experience in the field of Equal Employment Opportunity (EEO)

- Demonstrated work experience in Civil Rights, and labor relations

- Knowledge of federal and state laws pertaining to Titles VI and VII of the Civil Rights Act, the Americans with Disabilities Act, and the Age Discrimination in Employment Act

- Knowledge of federal and state laws, regulations, and executive orders of civil rights and affirmative action requirements, program requirements, and administrative processes

- Experience monitoring programs, services, and activities for compliance with Equal Employment Opportunity standards

- Advanced level of investigative skills, including differentiating between direct and circumstantial evidence, conditions, criteria, cause, effect, and recommendations

- Strong background in mediation and negotiation techniques

- Effective interpersonal skills that promotes cooperation at various levels within and outside the organization

- Excellent written and verbal communication skills, as well as, public speaking skills

- Ideal preferred candidate will have a Master’s degree and extensive experience in Civil Rights law and Human Resources policies and practices
