Field Operations Manager

This position provides executive managerial and administrative leadership and oversight of the Reemployment Assistance Administration (RAA) Employment Service field office staff, and is accountable for the effective, efficient, and equitable enforcement of state and federal laws and regulations.


-          Direct employment activities, identify possible solutions, weigh resources, and determine course of action to maximize available resources and implement changes that will provide the most effective resolutions

-          Lead strategic change within and outside the organization to meet goals, confer with staff providing support, guidance, and expertise in the resolution of the most difficult issues

-          Review correspondence, complaints, and requests for information, make work assignments, and ensure all staff are accountable for following rules and regulations associated with applicable government standards

-          Plan, develop, and evaluate the objectives of section goals, action plans, proposed legislation, policy, regulations, procedures and system requirements.

-          Meet with analysts and programmers to define business needs, solicit recommendations, and propose solutions to resolve technology problems and acceptable enhancements

-          Request and evaluate productivity reports to ensure proper systems are in place to identify and manage risks, and measure that such risks are acceptable to the organization and are considered within established guidelines

-          Confer with staff to review activities and operational issues, plan, develop, and oversee projects to implement operation improvements or system enhancements and upgrades

-          Provide for internal monitoring/audits of internal systems, and serve as the continuous improvement leader within the section

-          Participate in personnel matters as needed and meet with Administrator to report on progress of programs, discuss goals and problems and recommend changes, and attends/facilitates meetings and huddles


Knowledge of:

-          Knowledge of RAA program objectives, policies and procedures, program monitoring and evaluation standards and compliance

-          Administrative processes/practices of business law and budgeting, automated systems, confidentiality, data security requirements, data storage and computer reporting systems

-          Managerial practices and supervisory techniques, and administrative policies and procedures established for the department

Skill in:

-          Leadership, work management and continuous improvement, interviewing techniques to elicit information and comprehensive interpretation of complex program regulations procedures and polices

-          Quality control evaluation, identification of problems and improvement techniques, effective oral and written communication, and operation of personal computer networks, input review and data retrieval

-          Interpersonal relationships with staff, claimants, employees, the business community, federal agency representatives and various community stakeholders

-          Formulating and implementing innovative changes to meet the needs of stakeholders and staff

Ability to:

-          Coordinate the work-flow of a multifaceted complex business function in a diverse work environment, and communicate clearly and effectively predetermined goals to all staff

-          Prioritize work assignments, proactively respond with acceptable conflict resolution techniques and apply and interpret federal and state laws

-          Synthesize multiple complex factual situations, different points of view and divergent goals in problem solving, conflict resolution and decision making


-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
