JOB SUMMARY:

Working with direction from a Managing Analyst within the Financial Services Administration, the Financial Analyst is the dedicated point of contact and financial resource for one or more programs with responsibility for all forecasting, analysis, federal reporting, and monitoring for assigned programs.

JOB DUTIES: 

-          Prepares various fiscal and operating reports involving detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses

-          Identifies, researches, and analyzes possible impacts of proposed legislation and funding modification

-          Prepares formal bill analyses, as well as cost benefit and breakeven analyses

-          Provides financial expertise to Department on financial budget matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with regulations, federal reports, forecasts, and monitoring

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Governmental accounting and fiscal principles

-          The budget and state legislative process

-          Principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control

-          Statistical analysis and theory

Skill in:

-          Oral and written communications; report writing techniques

-          Initiating expenditure corrections; journal vouchers; cash receipts

-          Analysis and interpretation of financial data

Ability to:

-          Perform difficult and complex analytic work

-          Monitor appropriations, revenues, and expenditures

-          Prepare and review federal reports for grants

-          Develop annual budget requests

-          Set work flow priorities

SELECTIVE PREFERENCE(S):

-          Bachelor’s degree in Accounting, Finance, Economics, or Business Administration with a specialization in accounting, finance, or economics from an accredited college or university.

PRE-EMPLOYMENT REQUIREMENTS: 

-          The position will require the possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.  Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete any driver training (see Arizona Administrative Code R2-10-207.12).
