The Division of Benefits and Medical Eligibility (DBME) is seeking an experienced and results driven an individual to join our team as a Financial Analyst. This position will work under the direction of the Business Operations Administrator and prepare a variety of fiscal and operating reports.  The Financial Analyst performs detailed fiscal and budget analysis for all assigned areas and serves as the primary point of contact for their assigned programs.  The position provides financial expertise to the department and programmatic management, federal and other grantors on financial matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs.  Also provides financial expertise through the Business Operations Administrator and Budget Manager to the Division's Assistant Director and senior staff.  Communicates with other Administration staff and works with programmatic staff, completes assignments in a timely manner with a quality work product.


-        Determine funding needs of assigned programs and initiate transactions including transfers, drawdowns, deposits, journal vouchers, expenditure corrections, expense budget loads and modifications, appropriation loads and modifications, and other like documents.

-        Researching and analyzing expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts.

-        Identify, research, review, analyze and establish possible impacts of proposed/pending federal and State legislation, policy changes, or funding modifications for assigned areas.

-        Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel.  Prepare appropriate materials for those meetings.

-        Develop and maintain financial summary information/resource information for assigned areas including data such as caseload statistics, historical funding patterns, fund sources, etc.  Prepare in-depth cost-benefit analyses, break-even analyses, etc.


Knowledge of:

-        Accounting and fiscal principles; the budget process;

-        Knowledge of principles and practices of administration with particular reference to organization,

-        Fiscal management, and budgetary control;

-        Statistical analysis and theory, report writing techniques, office practices and procedures.

Skill in:

-        Oral and written communications.

-        Initiating expenditure corrections, journal vouchers, cash receipts within the state's and the agency's automated systems.

-        Computer utilization; analysis and interpretation of financial data.




Ability to:

-        Ability to do difficult analytic work;

-        Write and speak with clarity;

-        Monitor appropriations, revenues and expenditures;

-        Schedule and prioritize assignments, prepare and review federal reports for grants applicable to assigned programs.

-        Develop annual budget requests for assigned areal act as a single point of contact for assigned programs.

-        Ability to write reports

-        Set workflow priorities of assigned area and serve on cross-team task groups as necessary; use computer programs and software.


-        The ideal candidate will possess a Bachelor's degree in accounting, finance, economics or business administration with a specialty in accounting, finance or economics from an accredited college or university; OR a Master's of Business Administration, Public Administration, or related field such as accounting, finance, finance or economics from an accredited college or university; OR two (2) years of complex administrative work experience in budget preparation, analysis, and control, funding, financial reporting or related specialties. 


-        In-state and out-of-state (list out-of-state if applicable) travel is required. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspensions or revocations and less than 8 points on your license.  If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required PRIOR to driving for State business.  Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

-        High school diploma or GED.
