The Division of Developmental Disabilities is seeking a highly motivated individual to join our team as a Group Home Monitoring Supervisor.  This position supervises professional staff ensuring the health and safety of individuals residing in licensed group homes through annual/biannual program monitoring visits to approximately 1,100 homes statewide to assess compliance with statutes (Article 8 and 9) and the Division’s Qualified Vendor Agreement requirements.


-          Supervisory duties include: training, performance appraisals, performance monitoring, on-site supervisory visits, performance action plans.  Provides on-call supports to monitors in the field.

-          Ensures consistency of program monitoring procedures, and reporting is complete, accurate, and reference specific programmatic standards.

-          Provides technical assistance and training to Division staff and provider agencies to ensure federal, state, and contractual requirements are met. 

-          Assists in the development and implementation of policies and procedures and guidelines to define systems and operations relevant to Program Monitoring operations.

-          Participates in interdepartmental meetings and work groups as assigned and acts as the Assistant Monitoring Manager’s designee in their absence.



Knowledge of:

-          Federal and state laws and agency rules, regulations, policies and procedures.

-          Investigation practices and interviewing techniques.

-          Quality Management.

-          History, values and right associated with the field of developmental disabilities.

Skill in:

-          Assess, review and analyze situations and/or data.

-          Problem solving moderate to complex situations.

-          Prioritizing and multi-tasking to meet time lines.

-          Time management.

Ability to:

-          Evaluate data and documents and apply to laws, rules, regulations, and policies.

-          Read, comprehend, interpret and apply policy, procedures and contracts.

-          Write clear, succinct and accurate regulatory and general correspondence.

-          Work independently with minimal supervision.

-          Supervise staff.


-          Prefer 2 years’ experience working with vulnerable populations (e.g. developmental disabilities, geriatric, behavioral health, etc) and at least 1 year of direct supervisory experience.  Also prefer experience using databases and spreadsheet.


-          In-state travel is required.  Have a current, valid state issued driver’s license appropriate to the assignment.  Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

-          Successfully pass background and reference checks.  Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
