HR Recruiter - Staffing Analyst

We are seeking an enthusiastic and upbeat recruiter to join our team. This position will serve as a Recruiter (Classification: Personnel Analyst 2) and is responsible for the full lifecycle recruitment process from sourcing of candidates through creating and posting job announcements, screening of applicants, handling interviews, and negotiation process.


-          Develops and execute staffing plans and activities to hire qualified individuals

-          Generates leads and develops candidate talent pools through sourcing channels, recruitment campaigns, mailing, networking groups, social media, online resources, database search, referrals, and advertising

-          Proactively builds strong pipeline of candidates

-          Reviews resumes, employment applications, coordinates candidate interviews, and develops questions and skills assessments to evaluate candidate's ability to perform job duties

-          Posts open positions ensuring compliance of the applicant tracking system and reviews applicant resumes, screens and sends qualified resumes to hiring managers

-          Completes face to face and phone screening interviews, assisting manager with identifying top candidates to interview in person

-          Completes pre-employment reference & background checks and on-boarding activities

-          Proactively researches innovations and best practices in the sourcing and recruitment space and keeps sourcing function at leading edge of best practices

-          Attends job fairs for recruitment of vacant positions

-          Acts as a consultant and provides training and guidance to panelists


-          Minimum 5 years of full-cycle talent acquisition and staffing experience with demonstrated success and meeting performance metrics

-          Must have experience handling high volume recruitments for an organization with 1200+ employees

-          Strong experience with recruitment trends and developing selection tools such as interview questions, pre-screening tools, scoring methodologies, etc.

-          Demonstrated experience with recruitment practices for hard-to-fill positions

-          Robust sourcing strategies (Job board, social media, etc.)

-          Strong project management skills, including organization, prioritization, communication, interpersonal and customer service focus

-          Proven ability to work with all organizational levels with tact, diplomacy and discretion, and to maintain confidentiality

-          Ability to think progressively

-          Knowledge of State & Federal rules and regulations related to employment law

-          Experience creating effective job announcements

-          Extensive experience handling references and background checks

-          Advanced computer skills with applicant tracking systems, job boards, internet, as well as strong proficiency in MS Office, Outlook, Word, Excel and PowerPoint, and social networking/recruiting media


-          Bachelor's degree in Business, Human Resources, Personnel Management or a closely related field from accredited college or university

-          PHR, SHRM, or employment related certification


-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
