Driving Requirement:  In-state travel is required.  An acceptable driving record for the last 39 months is required including no DUI, suspensions or revocations, and less than 8 points on your license.  A copy of your MVR (Motor Vehicle Record) is required at the time of your interview.  Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).  Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

 

This Human Resources Liaison position will be responsible for administering and prioritizing work assignments, providing Management and Employees with guidance/rule interpretation as related to Arizona Administrative Code, Department/Division Policies and Procedures, and Federal Laws; ensuring consistent application and compliance with such rules and policies; providing guidance and direction to Management and employees relating to: Employment, attending job fairs, Coordinating and researching Benefit related matters and State related Leave programs; Family Medical Leave Act, Donations of Annual Leave; Workers Compensation and Modified Duty; scheduling Pre-employment physicals; adhering to the Background Check Clearance Card policy; Child Protective Services Registry and Reference Checks Policy.  The liaison will work independently and use considerable judgment in enforcing directives and policy; preparing requisitions into Talent Acquisition  and coordinating hiring panels as necessary; preparing all new hire paperwork and job offer letters; coordinating, researching and responding to state leave programs; maintaining the District's position control to ensure compliance with FTE allocation as well as positions authorized to fill (head count); maintaining all District personnel records.  This position may supervise.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

KNOWLEDGE Of: Arizona Department of Administration (ADOA) Personnel Rules, federal and state statutes and agency policies and procedures relating to personnel, Human behavior and individual differences, diversity management, Recruitment methods, investigation and fact finding practices, ADA and FMLA.

 

SKILL In: Time management, oral and written communication; interpersonal relations; Assessing and problem solving; interviewing and fact finding, computer skills in Microsoft Word, Excel.

 

ABILITY To: Maintain confidentiality, work independently, respond to inquiries, interpret and apply various laws, rules, policies, and procedures; and learn various automated systems i.e. HRIS, Talent Acquisition, FMCS.

 

IDEAL/PREFERRED CANDIDATE: Will have a minimum of three (3) years of professional Human Resources experience in one or more of the following areas:  employment, benefits, or general human resources experience.

RETIREMENT: Employees must participate in the Arizona State Retirement System (ASRS).  Enrollment eligibility becomes effective after 27 weeks of employment.
