The Division of Aging and Adult Services (DAAS) is seeking an experienced and highly motivated individual to join our team as a Human Resources Manager II.


The position will function as a high level generalist and is responsible for managing Human Resources (HR) activities and functions.


-          Oversees and provides advice, guidance, and counsel to DAAS managers and supervisors regarding HR activities

-          Supervises and facilitates the day to day operational activities including recruitment and selection

-          Identifies trends and helps develop countermeasures to address identified issues

-          Conducts employee relations investigations and provides guidance to managers, supervisors and employees

-          Ensures compliance with all Federal and State statutes as they relate to Americans with Disability Act (ADA), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Equal Employment Opportunity (EEO) and Worker's Compensation

-          Works closely with Central HR Employee Relations, Attorney General's office and Risk Management on more complex issues

-          Researches and prepares various administrative and technical reports and oversee division compliance with all HR related processes

-          Supervises and conducts scheduled meetings with direct report(s), as well as participate in meetings with division personnel

-          Performs other duties appropriate to the assignment


Knowledge of:

-          Arizona Revised Statutes as related to State Service Employment

-          Arizona Department of Administration (ADOA) rules, policies and procedures

-          Department of Economic Security (DES) policies, procedures and guidelines in relation to employment and human resources

-          Recruitment and hiring best practices

-          Classification and compensation guidelines

-          Equal Employment Opportunity Commission (EEOC) process, procedures and guidelines

-          FMLA, ADA, FLSA and other employment related laws

-          LEAN management principles

Skill in:

-          Verbal and written communication

-          Establishing and maintaining interpersonal relationships

-          Organizational and analytical skills

-          Proper evaluation of applicant resumes and applications

-          Researching, fact-finding and investigative practices

Ability to:

-          Plan and make independent decisions

-          Review issues and make well-reasoned and fully supported recommendations

-          Establish priorities and set own work agenda

-          Apply LEAN management concepts and make direct contributions to the continuous improvement of existing internal HR processes

-          Multi-task

-          Work with various computer programs, including but not limited to Microsoft Office Suite, Talent Acquisition system, HRIS, On-base


-          Two (2) to three (3) years of experience as an HR Generalist


-          In-state travel may be required. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
