The Human Resources Manager is responsible for managing the full range of Human Resources (HR) activities and functions within the assigned division. This position oversees and provides advice, guidance and counsel to the Division Assistant Director, Deputy AD, Administrators, Division Managers, Supervisors and programs with technical assistance on all personnel related matters.


-          Manage the full range of the Division HR activities and functions.

-          Develop Lean initiatives and process improvements for personnel services, provide highly complex technical advice regarding operations, strategic planning and personnel services to key programmatic staff

-          Research, interpret and make recommendations on state and federal laws, rules, regulations, policies and procedures as they pertain to program personnel; develop and implement policies and procedures and information technology applications to administrative functions to ensure compliance

-          Monitor the efficiency and effectiveness of Division personnel practices; develop and implement corrective action plans as necessary.

-          Oversee investigations and conduct the more complex personnel investigations that require a higher degree of confidentiality/experience.

-          Support supervisors and managers in effectively communicating human resources programs and initiatives though meetings, training sessions and posted bulletins

-          Work with Division Director, Deputy AD to develop compensation plan(s) that align with performance management and adhere to State Personnel Rules and guidelines


Knowledge of:

-          State personnel rules and guidelines, work measurement methods, motivation of employees and effective communication.

-          Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), classification and compensation, risk management, and federal, state, and program compliance.

-          Information technology compliance, recruiting and staffing, performance management and improvement systems.

-          Policy development and documentation, employee relations, and compensation and benefits administration.

Skill in:

-          Effectively directing large, centralized administrative services, resolving complex problems, and establishing and maintaining effective working relationships.

-          Leadership, meeting performance measures, project planning, analysis, and interpretation and communication of financial data.

-          Techniques required to maintain accounting records through automated accounting systems, supervision, and imparting knowledge to others.

-          Oral and written communication.

Ability to:

-          Apply principles and practices of effective administration with particular attention to planning, organizing, and directing comprehensive administrative services.

-          Effectively manage teams, motivate staff, and meet performance measures while providing excellent customer service.

-          Maintain up-to-date knowledge of policy and procedures, improve performance, and analyze and interpret data


-          Education may be an AA, BA, BS or MS in Human Resources, Public Administration or related field and a minimum of four (4) years of recent human resources supervisory experience.  SHRM, HRCI, or IPMA certification preferred.


-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
