Human Resources Senior Analyst

The Division of Technology Services (DTS) is recruiting for a HR Senior Analyst to join the Human Resources team.   You will be joining a team of one HR Manager and three HR Generalists.  You will be responsible for providing guidance and assistance to staff on Human Resources matters such as Employee Relations, Staffing, Classification and Compensation, MAP, Personnel Rules, DES Policies and Procedures, and State and Federal Law.  You will be responsible for handling requests under Family Medical Leave Act (FMLA); coordination of Division’s Leave without Pay (LWOP); serving as the primary point of contact for the Donated Annual Leave (DAL) process as well as serving as the Americans With Disabilities Act (ADA) coordinator.  You will be the initial point of contact for employee concerns, grievances and employee relations matters; investigating and responding to EEO/OEO requests for information and serves as point of contact for the Division’s clearance card process. You will also provide guidance to Hiring Authorities to ensure they meet the requirements; assist in the development of Position Descriptions, review content; also serve as the primary back-up for the Human Resources Manager and serve as a back-up to the Personnel Analyst II’s.


-        Determine FMLA eligibility, send and receive information from healthcare provider

-        Listen to employee concerns; mitigates, mediates or elevates to HR Manager

-        Provide guidance to Hiring Authorities

-        Monitors the Division’s automated personnel tracking and reporting database system

-        Researches, develops and analyzes reports

-        Investigates and responds to EEO/OEO requests for information

-        Serves as point of contact for Division’s clearance card process, monitor entering/tracking of Level One Fingerprint Clearance Card information

-        Back-up to the HR Manager and Personnel Analysts


Knowledge of:

-        Statewide and departmental and divisional policies and procedures, rules and regulations

-        State and Federal employment laws, rules and regulations

-        EEO laws, rules and guidelines related to employment practices (FLSA, ADA, FMLA)

-        Management, human resource, administrative and organizational principles

-        Departmental organizational structure and functions

-        Research methods

-        Automated computer system and Microsoft Office products

-        Report and correspondence formatting

Skill in:

-    Problem resolution, group facilitation and presentation

-    Written and verbal communications

-    Managing multiple projects and tasks

-    Utilizing policies and procedures

-    Analyzing and evaluating a variety of Technical and administrative data

-    HRIS system, Microsoft Office products such as Word, Excel, Access and Outlook

-    Researching, fact-finding, and investigating

Ability to:

-        Establish and maintain effective and positive working relationships

-        Being flexible, adaptable and learning quickly while working in a fast paced environment

-        Perform independent research and model high work ethic and high performance standards

-        Maintaining accurate records and business processes to optimize workload and productivity

-        Reading, understanding and interpreting complex issues, laws, and policies

-        Maintaining complex and difficult relationships with customers, employees and manage conflict


-        Five or more years of professional level Human Resources or related experience

-        Knowledge of State Personnel Rules and HRIS


-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees  

-        Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
