The Division of Aging & Adult Services is seeking an experienced and highly motivated individual to join our team as a Human Services Specialist 2. Under general supervision, the Human Services Specialist 2 performs a variety of case related activities involved in providing direct and indirect assistance to vulnerable, elderly and/or incapacitated adults. This position will focus on self-neglect cases, including (but not limited to) those in facilities and incidents that may have occurred significantly before the report was received.


-          Investigates and provides assessment, evaluation and appropriate services to vulnerable adults (18 years and older) who are alleged to be abused, neglected or exploited.

-          Makes findings based on facts regarding incapacitation, dependency and immediate safety issues; determines if protective and/or social services need to be provided.

-          Contacts assigned clients in a timely manner; conducts interviews with individuals who may have knowledge of the client’s circumstances.

-          Obtains, researches and analyzes complex financial and medical documents, including psychological evaluations, as appropriate.

-          Collaborates with the client, providers and community resources to deliver appropriate assistance; facilitates in-home services and out-of-home placements as needed.

-          Develops, implements and monitors case plans to eliminate risks; writes comprehensive progress notes, case plans, risk assessments and closure summaries; maintains accurate and timely case files.

-          Reviews cases with Unit Supervisor on a regular basis to ensure compliance and the needs of the clients are being met.

-          In-state travel and travel within the district is required; after hours coverage may be required.



Knowledge of:

-          Comprehensive knowledge of federal and state laws, regulations and policies as they relate to Adult Protective Services.

-          Risk assessment for elder mistreatment; human behavior; abusive adults; medical illnesses and psychological abuse.

-          Physical behavioral indicators of abuse and/or neglect of mentally disabled and/or seriously mentally ill (SMI) adults and frail elderly.

-          Substance abuse and its effects; domestic violence as it relates to domestic violence in later life.

-          Appropriate interventions for a variety of behavioral, developmental and psychological symptoms; extensive knowledge of state-wide community resources.

-          Conflict resolution techniques.

Skill in:

-          Interviewing and communication; listening via telephone in particular.

-          Written and verbal communication.

-          Needs assessment of vulnerable and frail elderly.

-          Organization and time management.

-          Computer software packages to include Windows, Outlook and Microsoft Word.

Ability to:

-          Communicate effectively and extract pertinent information.

-          Maintain confidentiality and accurately apply applicable statutes, policies and procedures.

-          Retrieve data, conduct research and write concise reports.

-          Evaluate risk, set priorities and delegate work assignments.


-          The combination of knowledge, skills and abilities needed for this position are acquired through a combination of education, training and work experience. Education may be a Bachelor’s degree in Social Work, Rehabilitation, Counseling, Education Sociology, Psychology or other closely related field focusing on the provision of services with the community (i.e. - human behavior and the elder/frail adult population, abusive adults, medical issues, psychological issues, mental/behavioral health, etc.). Two years of applicable experience may substitute for the degree.


-          Apply for and show proof of a valid Arizona Fingerprint Clearance card that meets Level One requirements.

-          Driving is required. Individuals may be required to use their personal motor vehicle. A current, valid state issues driver’s license; employee is subject to driver’s license record checks and must maintain and acceptable driving record, valid motor vehicle insurance and registration and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees.

-          Be subject to a search of Child Protective Services Central Registry and the Adult Protective Services Registry.

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
