Hunger Relief Program Manager

This position is responsible for administering, leading and overseeing the United States Department of Agriculture, Arizona Statewide Emergency Food Assistance Program, Arizona Commodity Senior Food Program, the Nutrition Assistance, Access and information Statewide Plan and the Statewide Gleaning Project.


-          Managing/overseeing the implementation and ongoing operations of the statewide delivery of the Hunger Relief Program services. 

-          Directing the implementation of strategic initiatives relating to hunger, including the development and implementation of service needs including preparing Scope of Work for hunger services and evaluating and monitoring the delivery of services.

-          Planning, evaluating, coordinating and directing all resources to ensure timeliness, quality and productivity goals and objectives are met for the statewide Emergency Food Assistance Program, Arizona Commodity Senior Food Program, the state Arizona Nutrition Assistance, Access and Information Plan.

-          Preparing and approving overall budgets for the programs and allocates the funding streams for appropriate and allowable expenditures according to the state, and federal regulations.

-          Facilitating and representing the Department for the statewide Hunger Advisory Council addressing the issues of hunger in the state.

-          Performs other duties appropriate to the assignment.




Knowledge of:

-          Federal and State funding rules and regulations and laws pertaining to Nutrition Assistance and The Emergency Food Assistance Program and Commodity Senior Food Program.

-          Fundamentals of budget development and expenditure control

-          Understanding of resources for program services across the Department and how the programs relate to one another

-          Available community resources of the target population and barriers to meeting those needs

-          Social Service programs, hunger programs and delivery systems in public agencies

-          DAAS and DES organizational structure

Skill in:

-          Verbal and written communication

-          Establishing and maintaining interpersonal relationships

-          Managing and balancing various management and administrative functions

-          Analyzing and interpreting federal and state budget proposals and impact to the program

-          Programmatic and fiscal data analysis, evaluation and interpretation

-          Effective facilitation of state counsels, community groups and meetings

Ability to:

-          Read and comprehend policies to communicate compliance to state and federal regulations.

-          Manage and interact with a diverse population of customers, community and faith-based organizations and employees

-          Make public presentations to provide clear and concise information on Arizona’s programs to community and faith-based organizations, state and national groups



-          At least five years of experience working with community and faith-based organizations.


-          In-state and out-of-state travel may be required.  Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license records checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).  Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
