JOB SUMMARY:

The IT Asset Manager will work under the guidance of the Business Administrator for the Division of Technology Services on building out and maintaining a sustainable IT Asset Management capability. He/she will be responsible for improving the IT Asset Management program, policies and best practices. The Manager will also be expected to deliver ways to provide continuous improvement and risk mitigation while managing all software and hardware assets across the Department. The Manager is responsible for planning, designing, implementing and operating processes, procedures and standards to meet the evolving IT asset management needs of IT and the organization. This position will work closely with leadership and key stakeholders across the Department to develop defined processes around asset management strategy and compliance. The Manager will lead a team and provide ongoing management, coaching and support to his/her team.

JOB DUTIES: 

-        Work with leadership and key stakeholders to develop a sustainable IT Asset Management process and system that will redefine how we manage hardware and software assets across the Department. Understand the current business model, key decision makers and influencers by partnering with the business to ensure compliance with policies and process

-        Work with IT stakeholders to ensure proper understanding and usage of software licenses to ensure adherence to agreements. Also partners closely with IT Procurement and stakeholders at time of licensing/maintenance renewals to ensure the Department is "right sized" for licensing and hardware needs.

-        Monitors new projects and assists with ensuring that existing assets used to substantiate the ROI are disposed of properly as well as partner with accounting to ensure new assets are properly recorded on DES’ books. Partners with DES finance entities to ensure accuracy in the WASP system.

-        Build, Support, and Develop a high performing IT Asset Management team that will partner with key stakeholders across all DES divisions to achieve Best in Class ITAM processes and allow the larger Procurement organization to realize its vision of becoming a sought-after business partner.

-        Influences long-term supplier technology and resource direction towards DES’ needs. Uses depth of knowledge to gain insights which produce competitive advantage. Demonstrates the ability to create and manage complex relationships. Creates alternate/back-up approaches for high risk issues. Consistently achieves competitive advantage/beneficial outcome in complex negotiations.

-        Act in alignment with user needs and system functionality to contribute to organizational policy

-        Identify problematic areas and implement strategic solutions in timely manner

-        Audit systems and assess their outcomes

-        Preserve assets, information security and control structures

-        Provide additional program and project leadership and support for ad hoc assignments as required within the Department.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-        Software licensing and compliance methods

-        IT concepts, products and terminology

-        IT procurement, IT vendor management

-        Management of complex technical projects

-        Project planning, goals and objective of the project, department, division and agency

-        Understanding of federal, state and department rules, regulations, policies, procedures and principles

-        Learn and apply DES accounting and budget structure

-        Develop and present complex technical presentations

-        Develop and write work plans for major projects involving IT products and services

-        Define and implement new processes and the software solution to support them

-        Work with technical personnel to determine IT requirements

-        Perform audits on installed IT products and services

-        Perform and report on risk assessments

-        Prepare comprehensive management reports and publish technical IT documents

-        Form effective working relationships with internal staff, external business partners, senior management, and staff from other agencies

-        Provide improvements to existing processes, identify areas for better expense management

-        Read, understand and interpret complex contract issues, policies and laws

SELECTIVE PREFERENCE(S):

-        Bachelor’s degree, preferably in Business or Information Technology

PRE-EMPLOYMENT REQUIREMENTS: 

-        Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

 

-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-

-        Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
