The Division of Benefits and Medical Eligibility (DBME) is seeking an experienced and highly motived individual to join our team as a Local Office Manager. This position is responsible for managing/overseeing the day to day operations of a local office that determines eligibility for Nutrition Assistance (NA), Medical Assistance (MA) and Temporary Assistance for Needy Families (TANF) based on the established Federal and State rules, regulations, policies and procedures. 


-          Trains, coaches, counsels, mentors, approves leave and training requests, accommodates alternative work schedules (after receiving approval from the region office), evaluates work performance and performs other management functions to ensure the office meets Federal and State requirements in the issuance of benefits for the NA, MA, and TANF programs.

-          Reviews productivity levels and production schedules to meet changing priorities of the local office in order to assist customers. Reviews and monitors quality of work performed, accuracy rate, timeliness and quality. Interviews customers and completes eligibility determinations for NA, MA and TANF programs.

-          Confers with Region Program Managers and other PSE 5 (Local Office Managers) to develop and implement local office procedures to ensure compliance with federal and state laws, recommends regional changes, and work flow changes for consideration. Writing and reading comprehension.

-          Completes and submits monthly reports related to the work activity of the local office.

-          Reviews and responds to incoming correspondence from internal/external customers, writes detailed reports relating to local office activities, works with the Regional Program Managers to develop and implement program/office goals and objectives, interprets program policies and procedures based on established Federal and State rules and regulations.

-          Completes performance evaluations, elevates employee misconduct concerns, and occasionally acts as a witness to issuance of disciplinary actions.

-          Attends and participates in work groups involving region and local office process improvements, attends management/departmental meetings and communicates updates with staff. Meets with community groups/organizations for the purpose of establishing and maintaining effective working relationships.



Knowledge of:

-          Knowledge of public assistance eligibility determination processes.

-          Knowledge of Federal and State laws, statutes, regulations, policies and procedures pertaining to public assistance programs.

-          Knowledge of computer programs/systems utilized by FAA for eligibility determinations such as, AZTECS, OnBase, etc. Knowledge of Microsoft Word, Excel, and Outlook.

-          Knowledge of leadership and team building methodologies. Knowledge of the Agency's evaluation system and forms used/required.

Skill in:

-          Excellent written and oral communication skills to convey a wide variety of information.

-          Skills in interpreting and understanding program policies and procedures.

-          Skills in project planning, organization, management and communication.

-          Skills in managing work flow based on rapid changing customer volume.

Ability to:

-          Ability to work independently while functioning as an integral part of the Region's management structure; model integrity, confidentiality, dependability, and quality customer service, as well as the ability to mentor and instill these values in others.

-          Ability to assess operational needs, establish priorities, and analyze complex issues and implement established operational procedures; manage supervisors/employees with diverse skills, educational, and cultural backgrounds.

-          Ability to model integrity, confidentiality dependability, and quality customer service, as well as the ability to mentor and instill these values in others.


-          One year of management/ supervisor experience in a local office setting or social service agency. At least two years of Family Assistance Administration eligibility determination experience.  


-          Driving In-State travel is required. Requires possession of an ability to retain a current, valid state issued driver's license appropriate to the assignment.  Employees who drive on state business are subject to driver's license record check, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration.  Mileage will be reimbursed. Travel is required for training and meetings, which may require an overnight stay
