Mainframe Application Developer

These positions will maintain the Unemployment Insurance Programs for the State of Arizona. These programs are supported by several mainframe systems of which two are called the General Unemployment Insurance Development Effort Guide (GUIDE) and the Interstate Connection (ICON). These position will support both mainframe applications which are written in COBOL, ADABAS and CICS.


-          Analyze customer application change requests, requirement documents, systems investigation requests and translate these requests into technical specifications; write and/or modify programs, test and debug programs, and utilize JobDoc to create operations documentation; write and test Job Control Language (JCL), write programs to call common modules and complete all production migration requests.

-          Support and participate in Agile Methodology practices; attend daily stand-up meetings, Sprint Retrospective and Planning sessions; assist team to meet commitment each Sprint period; create User Story in Product Backlog, update User Story in Sprint Backlog, and create/update task; demonstrate the issue and solution of assigned User Story during Sprint or during Sprint Review.

-          Pro-actively solve complex problems; fixe and develop changes to applications to meet functional and technical designs following best practices and development standards and guidelines; analyze, debug, and resolve defects in applications.

-          Support production systems; analyze and resolve production problems in a timely manner; resolve end user service requests as assigned; complete unit and system test application changes to ensure quality of work, and assist User Acceptance Test as needed.

-          Engage with business analysts and stakeholders to understand functional requirements, and contribute to completion of functional specifications; prepare technical documentation on application specifications.


Knowledge of:

-          Multiple programming languages, multiple database management systems, and multiple development platforms, such as ADABAS, DB2, Natural, COBOL, CICS, TSO, JCL.

-          A Bachelor’s degree plus 5 or more years of programming and analysis experience.


-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Apply for and show proof of receipt of a valid Arizona Fingerprint Card that meets Level One requirements.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
