Under the direction of the Program Improvement Manager, this position supports continuous quality improvement efforts within DAAS through the use of data and implementation of lean transformation strategies. The Management Analyst 3 gathers and analyzes data to create reports, performance management tools (e.g. scorecard), identifies solutions and recommends programmatic changes to improve service delivery. To perform these tasks the Management Analyst 3 will use tools such as Tableau, Microsoft Excel and Salesforce database system to gather, organize, enter and analyze data and will conduct and apply research on best practices. This position will identify opportunities for system improvements and apply lean transformation strategies to improve efficiencies in partnership with DAAS stakeholders.
KNOWLEDGE of: Program, planning development and strategic planning; policies and procedures of the agency; federal and state statues; computer database systems; data analysis and evaluation design; industry standard reporting methods. Techniques and practices; Microsoft Office Products; survey design; data and cost analysis and statistical analysis; and research techniques.
SKILLS: Conduct research; gather data; analyze and interpret data from a variety of sources; compile reports, statistics, cost analysts; validate and support findings; prepare accurate and thorough reports; monitor projects; identify and analyze organizational and procedural problems and determine effective solutions.
ABILITY to: Work independently and meet deadlines; establish priorities and guidelines; manage tasks and assignments ; successfully set priorities for multiple complex tasks; gather and analyze data and prepare appropriate reports; communicate effectively orally and in writing; Establish and maintain collaborative relationships; utilize a variety of computer systems such as Microsoft Office, Tableau, Salesforce, etc.
PREFERRED CANDIDATE: A Bachelors’ or Master’s degree in statistics, social sciences or related field of study. A Master’s degree in a field appropriate to the assignment will substitute for 2 current years of experience. Two years of management analysis experience in research studies (preferably published) and the generation of reports OR 4 years of experience conducting data analysis.
In-state travel is required with occasional overnight stays. Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
