The Division of Developmental Disabilities’ (DDD) Operations and Benefits Manager has responsibility of supervising the operations, benefits, classification and compensation personnel staff, performing statewide actions of quality assurance, Family Medical Leave, Americans with Disabilities Act (ADA)/Ergonomics, and position description processes.


-          Coach, mentor, train, and manage subordinate staff involved in performing operational and benefit-related activities for approximately 2,500 regular and over 50 temporary positions

-          Provide day-to-day guidance and technical assistance to Division staff on ADOA Personnel Rules and Department and Division-specific policies, procedures and practices related to Family Medical Leave, ADA/Ergo; Industrial Leave, Benefits, processing of personnel related paperwork, MAP, compensation, fingerprints and Motor Vehicle Records

-          Develop Division-specific procedures, practices, and training in areas of Family Medical Leave, ADA/Ergo, Industrial Leave, benefits, processing personnel related paperwork and MAP

-          Develop and ensure the Operations unit have Standard Operating Procedures (SOP), continuous improvement initiatives and create efficient work process

-          Design and produce management reports utilizing information from various automated systems

Represent the Division on technical committees as requested by ADOA, DES, and DDD and other duties as assigned


Knowledge of:

-          ADOA Personnel Rules, specifically related to benefits, leave status' and performance management

-          Federal and State statutes and agency policies and procedures relating to human resources

Skill in:

-          Interpreting policies and procedures

-          Problem identification, resolution, and interpersonal relations

-          Excellent oral and written communication

Ability to:

-          Interpret and apply various laws, rules, policies, and procedures

-          Conduct fact-finding interviews in a professional, organized and objective manner

-          research, design, prepare, and present data for management reports utilizing various automated systems


-          Candidates must have a minimum of 3 years of professional experience in human resources and at least 3 years of supervisory experience

-          Prefer experience working with State of Arizona human resources principles, practices and processes

-          Experience working with the State of Arizona Human Resource Information Solution (HRIS) and FMCS systems highly desirable


-          Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12)
