JOB SUMMARY:

The individual in this position purchases the goods and services for RSA consumers based on approved individual Plans for Employment (IPE), which includes obtaining competitive bids, using State Contracts and researching vendors. This individual develops and maintains client service budgets on approved IPE’s authorizes good and services to vendors for goods and services maintains the RSA client automated information system (LIBERA) ensures that purchasing and accounting principles within government accounting are maintained with the unit.

JOB DUTIES: 

-          Purchases goods and services for consumers which includes obtaining competitive bids, using state contacts and researching vendors.

-          Examines and verifies invoices and other purchasing documents by compiling and checking figures thoroughly in comparison with validated records.

-          Researches and resolves discrepancies in regards to billing invoices from vendors for goods and services purchased.

-          Prepares and maintains financial case records using the RSA Automated Information system (LIBERA)

-          Attends staff meetings to share relevant information and keep informed of policy and procedure changes.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          This individual must have knowledge of State laws. Statutes, rules, regulations and polices pertaining to provision for rehabilitation services to persons with disabilities, principles and practices of vocational rehabilitation and independent living.

-          Resources available in the community and integration of services

-          RSA client automated information system (LIBERA) principles, practices of purchasing and governmental accounting practices, policies and procedures.

 

Skill in:

-          Must have skills in mathematics sufficient to reconcile reports

-          Insert the skills required for the position, be sure to use the position’s PD as a reference.

-          Strong oral and written communication skills

-          Strong skills in excel and word

-          Skills in accounting or book keeping

Ability to:

-          Ability to problem solve

-          Ability to learn basic business law to apply administrative and management  operations under limited supervision

-          Ability to analyze and resolve average difficult problems

-          Ability to prioritize and to communicate orally and in writing and to use computer programs and office equipment.

SELECTIVE PREFERENCE(S):

-          AZ Driver’s license

-          High School Diploma/GED

-          1 Year of experience working with Rehabilitation Services Administration or closely related field and/or 12 semester hours in accounting.
