This position works under general supervision of the Assistant Policy Manager and will exercise discretion and some independent judgment within policies and procedures established by the Division of Child Support Services (DCSS) and federal and state guidelines.

-          Write proposed policy, procedures, and in-service staff training materials and working tools.

-          Compose correspondence and interpret policies, plans, and procedures for assigned program area(s).

-          Read legislation and funding program regulations and analyze for impact.

-          Confer with agency officials, staff members, and outside agency representatives in order to assign priorities for planning of future activities.

-          Respond to inquires dealing with complex subject matter that must be presented in a simplified manner.

-          Convey policy to a variety of audiences in an understandable and appropriate format and language.



Knowledge of:

-          The structure and content of the English language, rules of composition, grammar, communication (written and oral), as well as dissemination techniques and methods.

-          Communicating effectively with diverse audiences.

-          Business and management principles involved in strategic planning, resource allocation, leadership, production methods, and coordination of people and resources.

-          Active listening and identifying strengths, weaknesses and opportunities in approaching problem resolution.

-          The basic structure of a federal program operated at the state level.

-          Legal processes.

Skill in:

-          Computer software for business applications and Microsoft Office Suite.

-          Managing workflow and competing priorities, as well as setting and meeting deadlines.

-          Researching, organizing and retaining large volumes of information about complex programs.

-          Interpersonal relationships, group dynamics and facilitation; oral and written communication.

Ability to:

-          Learn state and federal guidelines, policies, and procedures for child support enforcement.

-          Analyze and present complex material in a simplified oral or written form.

-          Manage high workload and competing priorities, as well and meet deadlines, in a fast-paced, constantly changing environment.

-          Establish and maintain effective working relationships with staff members and executive leadership, while maintaining a high level of diplomacy, confidentiality, neutrality, and professionalism.

-          Draft and develop policies and other written materials that are in line with federal and state guidelines.



-          Preferred/Ideal candidate will have extensive experience in policy or in business or technical writing.


-          Valid Arizona State Driver’s License
