The Procurement Services Supervisor performs complex work, exercising considerable independence and discretionary judgment to establish effective, efficient, economical and legal contract management and acquisitions for the Department of Economic Security. 


-          Conducts review and oversight of evaluation of offers, including negotiations, susceptibility determinations, best and final offers, and recommendation of contract awards

-          Mentors procurement staff and provides in-service training and technical assistance to staff and program colleagues

-          Exercises procurement authority as delegated, which may include preparation of determinations to present to the Chief Procurement Officer or Deputy Chief Procurement Officer

-          Prepares correspondence and contract-related documents, including exemption requests, to ADOA Risk Management

-          Conducts review and oversight of Intergovernmental Agreements (IGA) and Interagency Service Agreements (ISA) development and compliance with laws and mandatory contractual provisions

-          Approves purchase orders

-          Serves as liaison with Attorney General’s Office



Knowledge of:

-          Public contract management and acquisition process

-          State government organization and reporting structure, including DES organizational structure

-          Arizona Procurement Code and related rules and regulations; DES/State contract management and acquisition process

-          Uniform Commercial Code, Federal antitrust laws, highly complex and technical commodities and services

-          Business law as related to contract formation and administration

-          Professional ethics, security of information, and confidentiality

-          Marketplace and available community resources, marketing practices and principles, and partnering concepts

-          Human Services procurements, contract management, and acquisition of software programs, including ProcureAZ

Skill in:

-          Providing leadership, direction, and hands-on supervision of small teams

-          Project management, negotiation strategies and techniques, and dispute mediation

-          Balancing and organizing priorities

-          Effective time management

-          Interpersonal, written, and oral communications

-          Word processing, spreadsheet, and database applications

Ability to:

-          Interpret and apply agency and program rules and operating procedures

-          Perform difficulty analytical work

-          Analyze and resolve complex problems efficiently

-          Prepare and develop complex programmatic reports

-          Efficiently utilize MS Office applications, ProcureAZ, DES automated systems, and web-based applications

-          Build strong relationships inside and outside the organization

-          Provide excellent customer service


-          Significant work experience equivalent to at least two years’ experience as Senior Procurement Specialist or similar function; a Bachelor’s Degree in Business, Procurement or Purchasing, or a related field.  Preference will be given to candidates who have obtained professional certification, such as CPPO, CPPB, CPM or CPSM.
