JOB SUMMARY:

The Division of Employment and Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as a Program Development Specialist for the SNAP CAN Program. The Supplemental Nutrition Assistance Program (SNAP) Career Advancement Network (SNAP CAN) assists SNAP recipients by improving their ability to obtain regular employment, increase earnings, and reduce their dependency on public assistance. This position is responsible for program development, training, workforce planning, performance management, and conducting research to understand the industry, employment trends and skills needed by job seekers.

JOB DUTIES: 

-            Coordinates efforts to support the goals of SNAP recipients achieving economic self-sufficiency through employment and training services.

-            Works closely with stakeholders and promotes SNAP CAN Partner services to community stakeholders and SNAP recipients.

-            Increase number of Contractors through accessibility events in areas of the program’s geographic/ demographic deficiencies.

-            Participate in developing and implementing procedures and policies to increase the efficiency and quality of the SNAP CAN program; conduct and/or coordinate client surveys and create reports in regards to how well the program functions with the goal of program improvement.

-            Provides ongoing technical assistance and guidance to contractors and community education to an array of stakeholders

-            Refer clients to SNAP CAN contractors, other agency services, and community organizations;

-            Assists colleagues with projects and tasks as needed to ensure timely and quality completion of Administration’s goals

-            Analyzes and assesses policies, systems and services; recommends and implements improved approaches

-            Coordinates solution focused task forces, work groups and regular community consultations and meetings around particular program areas and needs

-          Performs other duties appropriate to the assignment

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

-          Knowledge of applicable laws, codes, and regulations including federal and state regulations and policies that apply to the management and administration the SNAP Employment and Training (SNAP E&T) Program and/or other employment programs.

-          Verbal and written communication

-          Establishing and maintaining interpersonal relationships

-          Planning, organizing and leading effective outcomes focused meetings with diverse stakeholders

-          Team building, group facilitation and conflict resolution

-          Resource development, including service referrals, contractor coordination

-          Proficiency using MS Office (Excel, Word)

-          Plan and organize daily work routine.

-          Establish priorities for the completion of work in accordance with sound time-management methodology.

-          Be flexible based on program needs

PRE-EMPLOYMENT REQUIREMENTS: 

-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
