The Disabled Veteran Outreach Program (DVOP) Specialist provides a full range of employment and training services to veterans with the primary focus on meeting the needs of veterans and eligible spouses who are unable to obtain employment through cores services. The DVOP Specialist will provide services to Special Disabled veterans, economically disadvantaged veterans, and veterans with significant barriers to employment, including homeless veterans, long term UI clients, and recently separated veterans.


-          Facilitate intensive services to veterans with special employment and training needs

-          Provide services to Special Disabled veterans, disabled veterans, economically disadvantaged veterans, and veterans with significant barriers to employment especially homeless veterans, long term UI clients, recently separated veterans, and veterans with employment barriers

-          Provide a full range of employment and training services to veterans, with the primary focus on meeting the needs of veterans and eligible spouses who are unable to obtain employment core services

-          Perform outreach to employers to promote the hiring of veterans, job development, and follow up on job referrals and veterans hired


Knowledge of:

-          Knowledge of the employer community and labor market needs, local workforce hiring trends, special needs to minority groups and disadvantaged person

-          Knowledge in internet usage, email, task management and office software’s such as Word, Excel and PowerPoint

-          Social, cultural and economic conditions of the area(s) served and specialized program knowledge in relation to employment and training

Skill in:

-          Writing, reading, and comprehension

-          Defusing difficult client situations

-          Interviewing techniques and customer service

Ability to:

-          Access resources to refer clients

-          Develop working knowledge of federal and state unemployment service laws, regulations, policies, and procedures to include Title 38, Chapter 14, U.S. department of Labor, Employment Security Administration, Department of Administration rules, policies, and procedures


-          Must be a Veteran. As defined in USC Title 38 and Public Law 107-288, Job for Veterans Act (JVA). SPECIAL SELECTION FACTOR: State Workforce Agencies (SWAs) Priority of hiring will be as follows: 1. Special Disabled Veterans; 2. Disabled Veterans; 3. Eligible Veterans; and 4. Eligible Persons  

-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12)

-          Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions

-          High School Diploma or GED required

Positions in this classification participate in the Arizona State Retirement System (ASRS).
