Purchasing Technician/ Administrative Assistant

Division of Employment and Rehabilitation Services

This position is responsible for obtaining competitive bids, researching vendors and purchasing goods and services for RSA consumers based on approved Individual Plans for Employment.


-          Order goods and services for consumers, which may includes obtaining competitive bids, using state contracts, and researching vendors

-          Consults policies and procedures manual in order to ensure actions taken are in keeping with laws and regulations

-          Arranges payment to vendors for goods and services

-          Examine and verify invoices and other purchasing documents by compiling and checking figures thoroughly in comparison with validated records

-          Prepare letters and financial authorizations for purchase, and confer with supervisor, vendors, specialists, and members of the rehabilitation team

-          Research and resolve discrepancies in regards to billing invoices

-          Attend staff meetings to share relevant information, and keep informed of policy and procedure changes 

-          Preform administrative support duties as needed, i.e. answer phones, process mail, etc.





-          Governmental accounting practices, policies and procedures, and of principles and practices of purchasing

-          State laws, statutes, rules, regulations and policies pertaining to provision of rehabilitation services to persons with disabilities

-          Vocational rehabilitation and independent living resources available in the community

-          Problem solving and decision making, interpersonal relations and oral and written communication

-          Interpersonal relations

-          Skill in mathematics to reconcile reports

-          Plan, coordinate, establish priorities, and develop effective operating procedures

-          Effective utilization of resources, resolve issues and provide information to customers, providers, community organizations, and agencies

-          Evaluate and manage cases, and establish and maintain working relationships


-          One year of professional level accounting experience; two years of responsible administrative experience; one year experience working with Rehabilitation Services Administration or closely related field

-          Experience working with people with disabilities is a plus


-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
