The Division of Benefits and Medical Eligibility (DBME) is seeking an experienced, detail oriented and highly motived individual to join our team as a Quality Control Supervisor. The person in this position will supervise, coach, counsel, mentors direct, train and complete performance evaluations and disciplinary actions for a unit of Program Service Quality Evaluators in the Office of Program Evaluation (OPE). This position facilitates and participates in various agency work group sessions, representing OPE and focusing on the intent, vision and mission of DES and OPE; completing individual assigned work tasks as required, provide recommendations to management for streamlining internal and external policy and procedures, attend and actively participate in maintaining a close partnership with the USDA Food and Nutrition Service (FNS) and the Family Assistance Administration (FAA) vis meetings and conferences.  This networking is crucial in the prevention of possible sanctions from the USDA Food and Nutrition Service and for eligibility of High performance monies. Provides all available tools to assist in the safety of the PSQE while in travel status throughout the State of Arizona by following Risk Management safety precautions. Instate travel from 10% to 20%, and operation of state or personal vehicles for unit and business meetings. 


-          Plan, organize and supervise the activities of a Quality Control unit engaged in the evaluation, investigation, analysis, determination and assurance of the quality of work in the Nutrition Assistance (NA) program regarding the accuracy of the eligibility, payment, and issuance.

-          Evaluate the quality of work through a case read process and the monthly conferences, prepare evaluations, determine training needs, develop & prepare training materials, coordinate & present training when necessary, implement corrective action plans as needed, conduct error analysis through the QC Peer Review process.

-          Provide continual technical assistance to staff by the researching State policy and procedures, Federal rules and regulations, and an in-depth knowledge and instruction of the use of QC’s automated review system.

-          Analyze errors and probable causes of errors.  Develop error trend reports.  Monitor unit timeliness to ensure compliance with Federal and State deadlines.  Coordinate and actively participate as members of the Quality Control Review Committee.

-          Coordinate/facilitate and/or actively participate in policy review meetings, Quality Panel Review meetings.

-          Review all federal administrative notices, registers, waivers and arbitration letters (available through the FNS Partner Web Site) to recommend options for the State of Arizona to pursue in order to become eligible to be awarded high performance bonus monies from USDA.  Review State policy clarifications, broadcasts and bulletins ensuring they are in compliance with Federal regulations.  Discuss and review the information with unit.  Provide comments on proposed changes to state policy.



Knowledge of:

-          Food and Nutrition Service, Department of Agriculture, Code of Federal Regulations (CFR) Volume 4, Title 7, Parts 273.1 - 273.32, Certification of eligible households; Federal Quality Control rules, regulations and audit procedures for Nutrition Assistance outlined in the FNS 310 handbook and USDA/FNS partner web site; Quality Control (QC) automated review system, Excel budgets, FAA policy manual and the QC Handbook for determining the accuracy of QC case audits; state laws regarding the Nutrition Assistance program. 

Skill in:

-          Written and verbal communication; Microsoft programs such as:  Outlook, Explorer, Power Point, Excel, Access, Word; skilled with Quality Control Automated review system, QUEST; mentoring and training staff, Providing direction with complex policy, mediate conflicts with workloads, staffing issues, procedures and resolve differences.

Ability to:

-          Obtain and maintain an Arizona Driver’s license appropriate to the assignment; analyze and evaluate staff performance to ensure accuracy and continuous improvement of job skills; provide training and guidance to OPE and FAA staff.  Analyze and make recommendations to improve Arizona’s accuracy rate; prioritize, plan, and organize multiple tasks; evaluate existing work processes and formulate plans for improvement and provide direction,  motivation and mentoring; formulate corrective action plans and the application and interpretation of complicated state and federal rules and regulations; understand and quickly adapt to constant upgrades in computer hardware and software.



-          The ideal/preferred candidate will have work experience as a Division of Benefits and Medical Eligibility Program Service Evaluator III with leadership experience or a Program Service Evaluator IV or Program Service Evaluator V.           



-          Have a current, valid Arizona State issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Be subject to a search of Child Protective Services Central Registry Physical

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
