Responsibilities

The Office Of the Director (OOD) is seeking an experienced and upbeat individual to join our team as a Recruiter (classification: Personnel Analyst 3). The Human Resources Recruiter reports to the Staffing and Recruitment Manager and is responsible for creating and implementing recruitment plans and classification & compensation proposals in a fast-paced human resources environment. Major duties and responsibilities include but are not limited to:

- Creating innovative methods of sourcing and recruiting qualified applicants through various community outreach activities, social media, job fairs, and network with educational institutions

- Developing recruitment materials and handle advertising for all of our offices throughout the State

- Creating effective job announcements and reviewing resumes and determining credentials to qualify candidates

- Performing all activities related to Talent Acquisition system and other department recruitment and staffing databases

- Facilitating on­boarding, new hire presentations, and presentations related to staffing and recruitment

- Establishing position descriptions (PD), updating PDs, reallocating PDs, FLSA review and updates, creating classification action proposals for HRA review to reallocate mass positions and assisting with desk audits

- Investigating applicant complaints related to allegations of unequal treatment, discrimination, harassment, and other violations of federal and state laws regarding human resources, personnel policy, program guidelines and records

 

Qualifications

- Strong background in full life cycle recruitment including outreach activites, employer branding, drafting effective job announcements, qualifying candidates, and process recruitment in the applicant tracking system

- Experience in staffing, recruitment, selection, and classification compensation practices.

- Knowledge of employment law, defensible hiring practices, Arizona Administrative Code, EEO principles, personnel policies and procedures

- Ability to conduct desk audits, investigations using fact-finding practices

- Demonstrated work experience implementing recruitment campaigns

- Advanced level of computer skills including Applicant tracking systems, HRIS, Microsoft Office suite (Excel, Word, Outlook, Access, and PowerPoint)

- Excellent written and verbal communication skills

- Outstanding customer service skills that exercises diplomacy in dealing with public and customers

- Strong problem solving, detailed oriented, and self-started skills

- Effectively manage workflow and familiarity with Gantt charts in a fast paced environment is highly desirable
