The Rehabilitation Services Specialist 3 (RSS3) works to provide a wide range of programs in the provision of Vocational Rehabilitation, Independent Living Rehabilitation and Employment Support services to eligible persons who are deaf, hard of hearing, and/or have a combined vision and hearing loss independent of, or including other physical, sensory and mental disabilities.  


-          Provide employment services to persons who are deaf, hard of hearing, late deafened and/or deaf-blind

-          Interview consumers for services, describe the vocational rehabilitation program, or the RSA program of choice

-          Facilitating problem solving and decision making processes in partnership with consumers which results in development of an Individualized Plan for Employment (IPE) as well as future amendments as may be required

-          Maintain regular contact with client and vendor to achieve successful employment outcome

-          Perform outreach activities in order to increase referral base

-          This position works with school districts, requiring traveling between different schools


Knowledge of:

-          Federal and State laws, statutes, rules, regulations, and personnel policies pertaining to the provision of vocational rehabilitation services to persons with disabilities

-          Services related to transitioning from school to competitive employment

-          Needs of persons with disabilities including physical, cognitive, sensory and psychiatric

-          Job preparation and readiness skills

Skill in:

-          Interviewing and eliciting information, and counseling individuals with disabilities

-          Providing information to customers, providers, community organizations and agencies resources in the community for the alleviation of health, educational and financial needs

Ability to:

-          Establish and maintain effective working relationships

-          Analyze and interpret medical and psychological reports

-          Demonstrate a minimum of intermediate proficiency in American Sign Language


-          Candidates must demonstrate a minimum of intermediate proficiency in American Sign Language (ASL)

-          Must have a Master’s Degree with major Rehabilitation Counseling; or Master’s Degree in Related Field; or Master’s Degree in a Non Related Field plus one year of Human Service Experience ; or Bachelor’s Degree in Related Field plus two years of Human Service Experience; or Bachelor’s Degree in a Non Related Field plus three years of Human Service Experience

-          Must meet eligibility standards for Certified Rehabilitation Counselor (CRC) established by the Commission on Rehabilitation Counselor Certification (CRCC) within 6 years of employment as a Rehabilitation Services Specialist

-          Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Be subject to a search of Child Protective Services Central Registry

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
