The Department of Economic Security (DES), Division of Technology Services, (DTS), provides automation support for all of the DES programs and services such as Aging and Adult Services, Benefits and Medical Eligibility, Child Support Services, Developmental Disabilities, and Employment and Rehabilitation Services. DES programs and operation division employee approximately 7,800 employee whom provides support and services to over 2 million Arizonan.  DTS ensures systems are compatible, interchangeable, not redundant, wherever technically/economically feasible. 

The Senior Business Intelligence Analyst position reports to the Chief Data Officer for DTS.  This position works with minimal supervision and exercises independent judgment within well-defined parameters.  The person in this position will work closely with Information Technology (IT) teams and agency/project staff, identifies business intelligence (BI), reporting, and data analysis needs for an assigned agency/organization to turn data into information and knowledge to make sound business decisions.

The person in this position will serve as the senior technical resource for the DTS- Data Services organization.  They will need to support multiple development efforts concurrently and must have a strong understanding of data management principles, as well as, deployment methodologies.  A successful candidate should be able to prioritize critical work, create metrics and key performance indicators (KPIs), build data movement and analytics solution and understand the complexity of data-oriented development efforts.


-        Work on the most complex, cross-functional, and enterprise-wide data solutions

-        Organize and lead BI work planning projects, implementing and using a variety of BI software tools and systems

-        Provide subject matter expertise for key data functions

-        Conduct analyses of functional business processes and requirements

-        Evaluate customers’ needs and provide advice on BI processes, practices, and technologies

-        Analyze data and identify patterns, relationships, anomalies and trends

-        Consult with IT/BI and program staff to ensure proper use of BI principles and planning methodologies

-        Oversee implementation of new systems or modifications; analyze test results to ensure solutions meet the needs of the customer

-        Approve selections of tools, framework, and mechanisms for data analytics

-        Recommend standards, policies, and procedures outlining the structure, form and attributes of BI tools

-        Provide leadership and direction in data stewardship activities

-        Participate in data governance activities

-        Mentor junior development staff


Knowledge of:

-        Strategies for achieving effective data acquisition, management, quality, storage, use and application

-        Applicable laws, rules, policies regarding security, privacy, and management of confidential data

-        Statistical and business analysis; business operations, methods, and practices

-        Workflow engineering

-        IT lifecycle and information system design

-        Qualitative and quantitative techniques for analyzing and measuring program/project efficacy

Skill in:

-        Providing technical assistance to business partners

-        Mentor more junior development staff

-        BI & data visualization tools (Tableau, Qlik, Birst, Spotfire, etc.)

-        Data movement (ETL) tools - SSIS, Informatica, IBM/InfoSphere, etc.

-        Performing analytic functions including workflow and statistical analysis

-        Effectively utilizing data collection, research, and analysis methodologies

-        Communicating complex information to non-technical audiences

-        Interpreting and evaluating information

-        Oral and written communication

Ability to:

-        Plan, organize, and prioritize projects

-        Promote the use of business intelligence to make effective business decisions

-        Communicate verbally and in writing

-        Establish and maintain effective working relationships

-        Collaborate with IT/BI and program staff to achieve shared goals

-        Perform analysis and evaluation

-        Engage with diverse audiences and stakeholders

-        Demonstrate continuous effort to improve operations and streamline work processes

-        Obtain and maintain an Arizona Level One Clearance Card



-        Experience in data management and business intelligence (BI) disciplines. This expertise should include the development of complex data-oriented systems, strong understanding of BI, analytics and data visualization disciplines, experience with data management, data governance and data quality subject areas, and a general awareness of the various skills necessary to create and maintain a mature data environment.

-         Bachelor’s degree from an accredited college or university in Information Systems, Business Management or related field and 3 years of experience is required


-        Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).


-        Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements


-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees


-        Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
