JOB SUMMARY:

Working within the Financial Services Administration (FSA), the Senior Financial Analyst (Financial Analyst 2) provides financial expertise to Department and programmatic leadership and to external partners, such as the Governor’s Office of Strategic Planning and Budgeting and the Joint Legislative Budget Committee and federal grantors, on financial and budget matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring.

JOB DUTIES: 

-          Function as single point of contact between FSA and assigned areas, providing guidance and customer support

-          Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel; prepare appropriate materials for those meetings

-          Research and analyze expenditure and revenue trends for reporting fiscal position, preparing external and internal reports and forecasts with minimal supervision

-          Identify, research, review, analyze, and establish impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned areas

-          Develop and maintain fiscal summary information and resource information for assigned areas, including data such as caseload statistics, historical funding patterns, and fund sources

-          Prepare in-depth cost-benefit analyses and break-even analyses with minimal supervision

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Governmental accounting and fiscal principles

-          Advanced budget and state legislative process

-          Principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control

-          Statistical analysis and theory

-          Report writing techniques

-          General office practices and procedures

Skill in:

-          Advanced oral and written communications

-          Initiating expenditure corrections

-          Journal vouchers

-          Cash receipts

-          Computer utilization

-          Analysis and interpretation of financial data

-          Time and process management

-          Problem solving

Ability to:

-          Absorb and retain substantial amounts of data

-          Organize and prioritize projects to meet deadlines

-          Evaluate complex problems and issues and formulate practical solutions

-          Develop effective working relationships with colleagues at all levels

-          Write and speak with clarity

-          Interact professionally at various organizational levels

-          Write reports, interpret and understand rules, and identify and resolve issues

SELECTIVE PREFERENCE(S):

-          Bachelor's Degree in Accounting, Finance, Economics or Business Administration with a specialization in accounting, finance or economics from an accredited college or university.
