JOB SUMMARY:

Working under general supervision within the Office of Procurement, the Senior Procurement Specialist engages in complex work, exercising considerable independence and discretionary judgment, to establish effective, efficient, economical, and legal contract management and acquisitions for DES.   This position performs a range of purchasing and contracting methods to procure IT products and services and prepares and tracks contracts or agreements.

JOB DUTIES: 

-          Ensure proper sourcing methods for acquisition for IT services, including conducting market research and analysis

-          Prepare and promptly issue highly complex informal/formal solicitations for the entire Department

-          Make recommendations to the CPO about contract awards for highly complex informal/formal solicitations

-          Conduct Pre-Solicitation/Post-Award Conferences

-          Ensure preparation of prompt and properly documented solicitations evaluations and contract awards, which includes chairing evaluation committees

-          Review Sole Source, Not Practical to Quote and Emergency Procurement determination requests for compliance

-          Review protested solicitations and awards and draft determinations, responses, and agency reports

-          Initiate and issue change orders and contract amendments

-          Negotiate financial, programmatic and delivery requirements

-          Initiate proper action to ensure conformance with Federal and State laws, rules regulations, and requirements

-          Give technical aid to DES Programs about solicitation development for IT services

-          Serve as a liaison between the Department and ADOA Risk Management on IT- related procurements and services, including End User License Agreement

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          State and Federal legal requirements governing the expenditure of public funds

-          State of Arizona Procurement Code and related rules and regulations, as well as DES/State contract management/acquisition process

-          Public procurement methods and objectives

-          Contract negotiation techniques and practices

-          Contract law, procedures and practices used in contract administration and management of contracts

-          State government organization and reporting structure, including DES organizational structure

-          Confidentiality and professional ethics

-          Contract management/acquisition software programs, including the Department’s automated system

Skill in:

-          Preparing technical specifications, scope of work, invitations for bids, and requests for proposals

-          Analyzing and evaluating bids and proposals, facilitating evaluation committees, and recommending awards

-          Effectively negotiating with offerors/contractors to obtain best value for services

-          Making procurement decisions and recommendations based on procurement law, rules, and regulations

-          Communicating effectively, verbally and in writing, leading formal and informal meetings, and maintaining professional demeanor during stressful situations

-          Resolving contractual disputes between contractors and agency staff

-          Planning, scheduling, prioritizing, and reporting time-sensitive schedules dictated by multiple projects

Ability to:

-          Interpret and apply agency and program rules and operating procedures

-          Perform difficult analytic work

-          Use Microsoft Office applications efficiently

-          Learn and use State’s automated financial information system and Procure AZ

-          Prepare detailed specifications and analyze multi-factor bids

-          Make mathematical calculations rapidly and accurately

-          Communicate effectively verbally and in writing

SELECTIVE PREFERENCE(S):

A Bachelor's degree in business, purchasing, procurement, contract management, or related field from an accredited program.  At least two years’ experience as Procurement Specialist or similar function requiring analysis, purchasing, accounting, or related administrative services work.  Professional certification such as CPM, CPPB or CPPO from a professional purchasing organization.  Proficiency in using ProcureAZ.
