Responsibilities

 

The Human Resources Administration office (HRA) is seeking an experienced and highly motivated Staffing Analyst to join the Human Resources Team. Under the direction of the Staffing Manager, this position is responsible for performing professional level work in the recruitment and selection area. The person in this position is responsible for quality of recruitment efforts to fill vacant positions and quality of hiring lists referred to supervisors for assigned classes and/or divisions. In concert with hiring supervisors, this position determines what knowledge, skills, and abilities (KSAs) are required to successfully perform the duties of the vacant position and determine which candidates have the necessary knowledge, skills and abilities (KSAs). The Staffing Analyst will advise hiring supervisors on hiring and recruitment options; develop recruitment announcements and advertisements; review, edit and approve interview questions; respond to inquiries from supervisors, employees and applicants about a wide variety of employment related issues, requiring extensive knowledge, accurate interpretation and administration of Department of Administration/Department of Economic Security (ADOA/DES) personnel rules, policies, procedures, and practices and DES programs and organizational structures.This position will research and respond to applicant complaints; work with selection manager on creating written or other types of employment examinations, when necessary.

The candidate selected for this role will have thorough or in-depth knowledge of:

- Personnel rules, policies and procedures; Personnel administration, including recruitment and examination; Interviewing techniques; Advertising and recruiting methods and resources.

 

The candidate will have strong and excellent skills of:

- Evaluating resumes and statistical data;   Interpersonal relations, as applied to contacts with Agency Managers and Directors, Representatives of other governmental agencies, Subordinate staff and the public; Decision making; Time management.

 

The candidate will have a demonstrated ability to:

- Analyze; Interview; Write; Form effective working relations with employees, officials and the public; communicate effectively; Interpret and properly apply Personnel Rules, policies, and procedures; Learn the State's computerized applicant and employment tracking systems and classification system.

 

Preferred Qualifications

-Three or more years of professional level Human Resources or related experience

-Knowledge of State Personnel Rules, HRIS, Applicant Tracking Systems
