JOB SUMMARY:

The Division of Technology Services is currently seeking a Technical Product Manager who will support the Division of Developmental Disabilities (DDD).  The Product Manager manages and provides needed product management to support the existing Web Applications and new development or integration projects.  This position also supervises 5-6 DTS development staff members. This position also supports Agile Development methodologies and may function as Scrum Master on 2-4 Agile teams. The Product Manager leads both the developers and analysts. This position ensures successful completion of all modifications including current in-flight modifications.

JOB DUTIES: 

-        Works with customers and IT staff on multiple projects to ensure a thorough analysis is preformed, produce a high-quality product, and minimize rework by following established methodologies and industry best practices. This includes coordinating, negotiating, and defining requirements and project scope.

-        Provides leadership, direction, and actively participates in the creation of estimates, planning documents, testing and prioritizing of tasks.  Works with other Product Managers as needed as well as the Database Administration (DBA) team and the Change and Continuous Improvement (CCI) team for deployments.

-        Facilitates requirements gathering for tasks using the Agile Methodology and Team Foundation Server (TFS).  May act as Scrum Master and/or participate in daily scrums and stand ups within two-week Sprints.  May also facilitate Sprint Retrospectives as well as Spring Planning sessions.

-        Manages staff performance, reviews and potential corrective actions if necessary.  Provides guidance, training and coaching as needed. Resolves conflict between technical and functional areas.

-        As needed, assists team by writing code, completing code reviews, completing documentation and/or testing. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-        Considerable working knowledge of both theoretical and practical aspects of project management

-        Proficiency with Project Management Body of Knowledge (PMBOK)

-        Proficiency with Agile Methodologies and Scrum Master duties

-        Considerable working knowledge and understanding of Software Development Life Cycle

-        Considerable working knowledge and understanding of web development using Microsoft Technologies

 

Skill in:

-        Advanced project management skills

-        Strong customer service skills

-        Excellent interpersonal, written and oral communication skills

-        Analyzing business requests to translate into system requirements

-        Problem solving

Ability to:

-        Demonstrated ability to develop and write technical documentation

-        Demonstrated ability in leading team(s) to design solutions for clients

-        Demonstrated ability to work collaboratively in teams and across organizations

-        Demonstrated ability to synthesize feedback and adjust plans accordingly

-        Demonstrated ability to articulate business requirements into technical solutions

-        Demonstrated ability to receive multiple requests and prioritize appropriately

 

SELECTIVE PREFERENCE(S):

-        Bachelor’s degree plus 5 or more years of experience in project coordination and management (or equivalent experience)

-        Arizona State Project Management Certification, Project Management Professional (PMP) preferred.

-        Experience managing technical resources

-        Experience working with Microsoft’s .NET framework, Database management systems such as SQL Server, web services, and APIs

-        Certifications in PMP, PSM1, or CSM1

PRE-EMPLOYMENT REQUIREMENTS: 

-        The selected candidate will be required to undergo a criminal history investigation. 

-        Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets DES requirements for a Level One card.

-         Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
