Responsibilities

The Division of Employment and Rehabilitation Services (DERS) is seeking and experienced and highly motivated individual to join our team as an Appeals Officer. Major duties and responsibilities include but are not limited to:

- Responsible for work of considerable difficulty exercising discretion and independent judgment within established policies and procedures in determining the department’s response to employer requested reconsiderations and appeals of unemployment insurance liability decisions.

- Supervise, plan, organize, and directs a staff of unemployment insurance tax analysts in the UI Tax Section Appeals Unit.

- Represents the department in formal hearings to which the department is a party and presents the department’s position before the UI appeals board and presides as a hearing officer at Certificate of Judgment hearings.

- Reviews field auditor’s reports covering appeals; writes detailed reports summarizing evidence presented at formal hearing, and makes recommendations for action to be taken.

- Reviews and verifies the accuracy of fiscal records and timeliness of reports, prepares accurate reports and records as directed by management.

- Responds to complaints from all levels of stakeholders; monitors and evaluate appeal decisions to assure program integrity.

- Participates in staff meetings to discuss new developments; writes policy and operations procedures for section of wok system subject; redevelops and evaluates the objective of section goals, action plans, proposed legislation, policy, regulations, procedures and system requirements. 

 

Qualifications

- Knowledge of federal and state unemployment insurance laws, policies and procedures, principles of auditing and accounting.

- Knowledge of case law and rules governing taxes administered by the department.

- General knowledge of the principles of administrative processes/practices of business, business law, budgeting and taxation; automated systems, confidentially, data security requirements, data storage and computer reporting systems pertaining to the unemployment insurance program.

- Knowledge of principles and practices of administrative enforcement with subpoenas, liens, assessments, levies, and distraint.

- Skills in the use of accepted interview techniques to interview claimants, employers and witnesses to elicit information and obtain facts and evidence.

- Comprehension and interpretation of complex program regulations, procedures and policies.

- Effective oral and written communication; effective interpersonal relationships with staff, claimants, employers, the business community, federal agency representatives and various other community stakeholders. 

- Empathetic relational skills in dealing with appellants who have a diverse cultural and socio-economic background and language skills.

- Ability to relate amicably with co-workers and customers; able to prioritize work assignments, oversee simultaneous projects and adapt to changes in priorities.

- Ability to submit timely, clear, concise, and complete written hearing decisions and orders.
