Workforce Outreach Technical Assistance Manager

The Technical Assistance Manager is responsible for needs assessment, planning, coordinating, and execution of all Workforce Innovation Opportunity Act (WIOA) technical assistance activities for internal and external stakeholders.


-          Travel as required to conduct needs assessments, planning, coordination, and execution of all technical assistance activities to include training seminars, conferences, and webinars.

-          Research and facilitate translation of evidence-based practice into workforce policy, practice, and technical assistance & monitoring

-          Assist [email protected] job centers to stay informed of current developments, best practices, new research, reports and trends

-          Lead cross functional project meetings, internal/external milestone reviews, and present status and outcomes to executive leadership

-          Respond to public and program inquiries, customer concerns, provide program information, public relations, and prepare status and performance reports


Knowledge of:

-          Research and evidence based practices

-          Using national, state, and local Labor Market Information

-          Group facilitation

Skill in:

-          Problem solving, public relations, decision making, and ability to organize and mobilize staff

-          Effective and persuasive written and oral communication with diverse populations

-          Organizing, planning, and a high degree of multi-tasking and managing multi priorities, and working independently in high visible, deadline oriented environment

-          Interpersonal skills involving coordination, teamwork, and leadership 

-          Classroom instruction and public speaking, following instructions with a minimum of direction and giving clear directions

-          Statistical and programmatic information gathering, data analysis, evaluation and interpretation and reporting

Ability to:

-          Stay on task and complete long term projects, use efficient time management, and work effectively under pressure of deadlines

-          Think strategically and apply abstract principles and goals, manage projects effectively with attention to detail, and facilitate and lead meetings.

-          Make independent decisions and organize and coordinate activities

-          Interpret and apply laws, rules, and regulations relative to the work, and research and interpret laws, rules, and regulations

-          Maintain records, and prepare reports and correspondence related to the work

-          Translate employer and job seeker performance data into technical assistance priorities


-          Bachelor's Degree and a Project Management, Data/Statistics/Research background


-          Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
